The Role
Purpose and Scope
This role manages all phases of purchase order administration, from acquisition planning to closeout, ensuring compliance with government policies and procedures. It also supports remote subcontract administrators in creating purchase orders.
Main Responsibilities
* Establish sources of supply, negotiate prices, delivery dates, and commitments based on authorized requisitions while complying with company policies and federal regulations.
* Provide procurement updates and assist with special requirements.
* Follow Supply Chain Procurement procedures for purchase order administration.
* Review and process requisitions.
* Prepare procurement reports.
* Secure bids, negotiate, and execute purchase orders in accordance with Amentum procedures.
* Evaluate proposals and quotations, determine responsiveness, responsibility, and eligibility, and conduct negotiations.
* Making procurement decisions based on value, price, schedule, and terms.
* Support business development efforts with pricing information.
* Maintain procurement records per CPSR guidelines.
* Ensure compliance with FAR/DFARS, agency-specific regulations, and Amentum policies for subcontracts and procurement.
* Support government audits through purchase order file reviews.
* Collaborate with cross-functional teams including HR, Finance, AP, and Program teams.
* Support small business goals and outreach activities.
* Perform purchase order closeouts.
* Ensure compliance with environmental, health, and safety requirements.
* Perform other duties as assigned.
Qualifications
Minimum Essential
* Bachelor's degree or 5+ years of equivalent experience in procurement, contract management, or business administration.
* Experience in procurement or related fields can substitute for college education at a ratio of 2 years of experience per year of college.
* Excellent communication and negotiation skills, with proficiency in SharePoint, Microsoft Office, and integrated software applications.
* Experience with various subcontract types (Cost-Plus, Fixed Price, T&M).
Desirable
* Experience and competence in purchasing.
* Knowledge of US Federal Acquisition Regulations (FAR).
* Familiarity with SAP.
* Understanding of security requirements related to procurement.
Experience – Minimum Essential
* At least 3 years in purchasing with technical understanding of complex programs.
* Experience with government and defense contracts preferred.
* Knowledge of project management principles.
* Experience negotiating and managing contracts and supplier agreements.
* Proficiency in word processing, databases, spreadsheets, and software applications.
Ticket and License
* Driver's license required.
Work Environment and Physical Demands
* Ability to lift items up to 10kg.
* Primarily indoor work with frequent sitting.
