About the role

We are seeking a dynamic leader to head the City Insights and Analytics function. As the Head of City Insights and Analytics you will combine strategic vision and technical expertise to deliver high-quality data and insights that drive evidence-based decisions across the City of Melbourne and our community. You will lead a talented team in developing and maintaining data products, tools, and consulting solutions, while building strategic partnerships internally and externally. Highly collaborative and influential, this role offers the opportunity to shape organisational impact and contribute to the city’s future.

The position will require you too

* Set and deliver the City Insights and Analytics strategy, operating model and roadmap to ensure CoM remains a leader in advanced analytics, applied AI and decision intelligence.
* Prioritise analytics initiatives to align with organisational strategy and deliver the greatest strategic, operational and community impact.
* Act as a trusted strategic partner to senior leaders, using consulting and problem-framing approaches to define insight needs, drive service excellence and inform major strategies, investments and city initiatives.
* Lead the development and application of advanced analytics, forecasting, evaluation, scenario modelling, AI and automation to improve decision quality, performance, risk mitigation and resource allocation.
* Ensure the highest standards of data governance, analytical rigour and methodological integrity across all insights and products.
* Translate complex analysis into clear, compelling data stories and narratives that connect evidence to strategic decisions, outcomes and trade-offs for executives, Council, external stakeholders and the media using dashboards, visualisations, performance indicators and briefings.
* Ensure insights are communicated effectively and presented with narrative clarity, so stakeholders can quickly understand the “so what”, the risks, and the actions required.
* Uplift data literacy and evidence-based decision making across the organisation through role modelling, self-service tools and knowledge sharing.
* Partner with digital and technology teams to deliver scalable, secure and user-centred analytics platforms and data products.
* Build and maintaining strong internal and external partnerships across government, industry, academia and the community to enhance impact, innovation and build CoM’s reputation as a leading Smart City.
* Contributing to enterprise planning, governance, audit, reporting and budget processes, and supporting the Director, Enterprise Planning and Insights in achieving branch and organisational objectives.

What your experience might look like

* Experience as an established people leader with experience leading teams through change
* Relevant tertiary qualification in ICT, data science, mathematics, economics, or equivalent professional experience in data analytics.
* Proven experience building and leading data science and analytics teams that deliver business value.
* Proficient in data analysis and tools, including PowerBI, Databricks, SharePoint, Excel, SQL, R Shiny, GIS, and Azure.
* Experience with cloud and on-premise data environments.
* Skilled in creating and maintaining insightful, story-driven dashboards using various visualization tools.
* Familiarity with emerging digital and technology platforms, including AR/VR and engagement tools.
* Experience in agile project management and collaborating effectively across cross-functional teams.
* Strong organisational skills, able to manage competing priorities with attention to detail and accuracy.
* Excellent analytical and problem-solving skills with the ability to develop creative solutions.
* Experienced in building and nurturing partnerships within complex environments.
* Strong written and oral communication skills, with the ability to engage and influence internal and external stakeholders.
