The Property Projects Officer will work closely with other members of the Property and
Commercial Service team on specific property related projects to facilitate the alignment of
Council’s property portfolio with corporate objectives and adopted strategies.

The position will also assist with the general administration of Council’s property portfolio and
provide professional advice and support to other departments of Council in relation to property
related matters.**
**RELATIONSHIPS
**Reports to**:Program Leader, Property & Commercial Activities

**Staff Responsibility**:Nil

**Key Internal Relationships**:Economy, Place & Infrastructure Services staff,
Strategy & Corporate Service staff.

**Key External Relationships**:Community groups, tenants, real estate agents and
government agencies.

**SPECIFIC RESPONSIBILITIES
- Develop a consolidated register for all property owned and leased by Council;
- Formulate a recurrent report which indicates Council’s return on its commercial property

portfolio, including capital gain and depreciation for comparison of investment against
other potential investment vehicles;
- Develop a recurrent report that advises on the status of all leases, licences and

agreements across Council’s property portfolio;
- Develop a program for review and renewal of licences and agreements;
- Develop consistent lease and licence agreements for Council owned property, regardless

of community/commercial status;
- Develop a program and undertake recurrent landlord inspection program for all Council’s

leased and licenced property as required;

- Advise on levels of subsidies and opportunity cost currently forgone within Council’s

existing building stock;
- Work with Community and Economic Outcomes and other areas of Council to align

Council’s property portfolio to facilitate the community’s needs;
- Systematically review Council’s consolidated property portfolio and assist in the

development of commercial options for Council owned property;
- Assist in developing a timetable of critical dates with the to inform Council’s future re
- development/disposal timetables;
- Assist in the development of asset management plans and risk registers for council-owned

property;
- Assist with agreement negotiations and lease management as requested and required;
- Assist with other long-term property matters such as land consolidations, road closures

and LPI matters; and
- Attend Council’s Premises Review Panel as required.

**Workplace Health & Safety**

Ensure compliance with WHS obligations and responsibilities as outlined in Councils policies
and procedures and under the relevant WHS legislation. These include but are not limited to
identifying potentially unsafe situations or work practices and notifying your Supervisor or
Manager (or the Health, Safety Manager/Area Safety Representative); never performing a
task that you believe is dangerous or for which you do not have the experience, or have not
received appropriate instructions and training or where the correct equipment to carry out the
task safely is not available; always work in a safe manner and in accordance with safety
instructions, where applicable; use the work equipment supplied for the job, in accordance
with the manufacturer's instructions), and any personal protective equipment, which the
Council deems necessary and has provided; be safety aware and report any actions to your
line manager which will assist the Council to meet its legal workplace health and safety
obligations.

You have the right to cease or direct cessation of unsafe work. In addition you are required at
all times to comply with Councils Asbestos Management Plan and Policy.

**COMMUNICATION**

The position is required to use a broad range of techniques to communicate with people within
and external to the organisation, including:

- Responding and preparing draft correspondence on behalf of the division and Council,

which will include memos and other forms of correspondence;
- Drafting and issue of formal notices and instructions to solicitors, valuers and commercial

real estate agents, community groups and tenants;
- Drafting formal reports for the consideration of Council and present briefing papers to

Councillors and other relevant stakeholders on property related matters;
- Meeting with tenants and community groups and articulating Council’s requirements,

decisions and directions in relation to lease and licence agreements;
- Interpreting and explaining provisions within property related agreements;
- Contacting and liaising with government agencies and businesses on behalf of Council in

relation to property matters;
- Liaise with stakeholders in the preparations of new and renewing leases for Council

properties;
- Preparing and presenting explicit unambiguous property related advice to project team

members, Council staff, and other stakeholders; and
- Prepare and present recurr
