We are seeking an experienced Capital Delivery Program Manager to provide strategic leadership and coordinated management of a complex portfolio of capital projects within a large healthcare environment.
This role is responsible for establishing and leading a structured capital delivery framework, ensuring multiple interrelated projects collectively deliver strategic, operational, infrastructure and clinical outcomes.
You will oversee the full capital program lifecycle — from governance and planning through to delivery, commissioning and handover — ensuring alignment with organisational priorities, regulatory compliance requirements and operational needs.
Key Responsibilities Strategic Program Leadership
* Design and establish a capital delivery framework, including governance, compliance processes, standards and procedures.
* Develop portfolio-level strategy, investment planning and delivery structures aligned to clinical service strategies and asset management plans.
* Lead and coordinate multiple interrelated capital projects, ensuring integration across clinical operations, medical equipment, engineering and support services.
* Establish program-level budgets, schedules, scopes and risk management frameworks (including clinical and operational risk).
* Implement structured reporting, performance tracking and assurance processes for executive leadership.
Governance & Financial Oversight
* Develop governance mechanisms for decision-making, risk escalation and compliance assurance.
* Lead funding strategies, procurement approaches and financial planning across the capital program.
* Manage expenditure, forecasting and program-wide financial performance.
* Ensure regulatory, technical and organisational compliance throughout the project lifecycle.
Stakeholder & Operational Integration
* Engage and collaborate with executive sponsors, clinical leaders and operational teams.
* Coordinate consultants, contractors and regulatory stakeholders to ensure quality and timely delivery.
* Ensure delivery approaches minimise operational disruption within live healthcare environments.
Continuous Improvement
* Drive maturity uplift across capital delivery processes, tools and methodologies.
* Establish standards for design, procurement, contract administration, commissioning and handover.
* Embed governance maturity and capability development within the capital delivery function.
You will be a resilient program leader with experience delivering complex, multi-disciplinary capital programs within healthcare or similarly regulated environments. You thrive in fast-paced, operationally sensitive settings and bring a structured, governance-driven approach to delivery.
Experience
* 7–10+ years' experience leading large-scale capital projects or programs.
* Proven experience delivering capital works within hospital or healthcare environments.
* Demonstrated capability in establishing capital delivery frameworks and governance structures.
* Strong experience managing program-level budgets, risk and compliance requirements.
* Experience coordinating consultants, contractors and multidisciplinary teams across complex infrastructure programs.
Knowledge
* Strong understanding of healthcare regulatory environments and live-site delivery constraints.
* Knowledge of capital budgeting, financial planning and cost management.
* Solid grounding in engineering, architectural and construction delivery principles.
Qualifications Mandatory:
* Significant experience leading complex capital programs within time and budget constraints.
* Demonstrated success managing stakeholder complexity across clinical, operational and executive levels.
Desirable:
* Degree qualification in Engineering, Architecture, Construction Management or related field.
* Professional certifications in Program or Project Management.
* Experience in operational readiness and change management within large operational environments.
