About the Opportunity
We are seeking a Program Change & Communications Manager to support the Chief Digital Officer through co-designing (in conjunction with ASQA's Enterprise Change Manager) program level change management and communication strategies, developing and operationalising program level change and communications plans, and managing the day-to-day change and communications functions of the Digital Transformation Program.
Key responsibilities include:
o Leading the design and development of Program change and communication strategies
o Creating and managing change and communications plans.
o Engaging with impacted stakeholders and conducting impact and change readiness analysis.
o Designing, developing, and delivering key Program specific operational change communications for both internal and external audiences, linking these to broader enterprise change strategies.
o Supporting benefit realisation, value creation, return on investment, and the achievement of results and outcomes for the Digital Transformation Program.
o Supporting and at times delivering training to support staff through transitional change.
Skills and experience
To succeed in this role, you will have:
o Ability to work collaboratively within a team, provide leadership support and training to colleagues as required, identify opportunities for improvement and support the management of change and inspire a sense of purpose and direction consistent with ASQA Values.
o 2+ years professional experience in corporate, agency or public-sector communications or change-management roles.
o Demonstrated ability to turn strategies into actionable plans and execute on those plans.
o Ability to communicate technical information in both written and verbal contexts, in a clear and concise manner to technical and non-technical audiences.
o Demonstrated capacity to manage collaborative stakeholder relationships to achieve positive outcomes.
o Demonstrated ability to manage competing priorities and perform in a fast-paced environment.
o Demonstrated commitment to promoting diversity, modelling the APS Values and APS Employment Principles and promoting compliance with the APS Code of Conduct.

Eligibility to apply
Under Section 22(8) of the Public Service Act 1999, employees must be Australian Citizens to be employed in the APS unless the Agency delegate has agreed, in writing, to the contrary.
The successful applicant will be required to undergo pre-employment checks including a Federal Police Check and obtain a minimum Baseline Security Clearance (if they do not already hold a clearance).
This position is available as an ongoing opportunity. Non-ongoing opportunities will be offered for an initial fixed term period of up to 12 months, with the potential to be extended further or to becoming ongoing.
This selection process may be used to establish a merit pool. The merit pool may be accessed to fill ongoing and non-ongoing vacancies for similar roles within ASQA or across the APS over the next 18 months.
