Overview
The Australian Signals Directorate (ASD) is a statutory agency in the Defence portfolio that defends Australia against global threats and advances our national interests through the provision of foreign signals intelligence, cyber security and offensive cyber operations as directed by the Australian Government.
The ASD requires a Procurement Specialist to provide procurement services in the areas of labour hire, general services, ICT hardware and ICT software products.
Indicative duties include, but are not limited to:
* preparation and review of procurement documents including: approval documents, requests for quote, evaluation reports, work orders and purchase orders
* provision of procurement and contract management advice and assistance to project and program teams
* ensuring the agency remains compliant with Commonwealth procurement policies and legislation, and agency procurement policies
* development of team tools, guides and templates, where required
* managing assigned procurement activities and ensuring records are up to date
* assisting to meet reporting obligations, where required

* strong analytical and problem-solving skills
* ability to follow established processes
* experience preparing procurement documentation
* experience using Commonwealth panel arrangements

FOR INFORMATION: This role requires the successful candidate to complete an Organisational Suitability Assessment (OSA) within 12 months of engagement.
An OSA is an ASD policy requirement (ASD-POL-014) for contractors who will be engaged for a period in excess of 12 months. OSAs are conducted to determine a persons suitability to work in ASD. Before submitting an application for this role, the candidate should consider their preparedness for questions that may include the following topics: personal relationships, living circumstances, personal values, financial situation, physical and mental health history including substance use, and any civil and/or military record.

Essential Criteria
1.Demonstrated experience developing procurement documents in consultation with stakeholders (e.g. business areas or projects).
2.Demonstrated experience using Commonwealth panel arrangements (and/or open/limited tender and in consideration of Indigenous Procurement Policy where appropriate) for labour hire, general services, ICT hardware and ICT software products.
3. Demonstrated understanding of good probity practices and the Commonwealth Procurement Framework, including the Resource Management Framework and Commonwealth Procurement Rules.
4. Ability to use MS Office software including Word, Excel, Outlook and Teams and familiarity with the use of Electronic Document Records Management (EDRM) Systems.
5.Demonstrated ability to build productive relationships with a diverse range of stakeholders.
6.Demonstrated experience liaising with a diverse range of stakeholders including ICT professionals and vendors and the ability to work independently and prioritise work accordingly.
Desirable Criteria
1. Certificate IV or Diploma qualification in Procurement and Contract Management.
