The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content.

About The Role

This is an opportunity to do something different with your policy, regulatory development, economic skills and/or legal experience, to work on high demand spectrum allocations in a dynamic, complex and rewarding part of the ACMA and help shape Australia’s digital future.

The Major Spectrum Allocations Section is looking for a Senior Policy Officer to lead a range of spectrum allocation projects supporting the ACMA’s role as the spectrum regulator. Over time the Section has allocated many of the spectrum licences that underpin Australia’s mobile telecommunications and wireless broadband networks. The Section’s current major priority is developing an allocation approach to support the further provision of satellite services in Australia. This work is innovative and a central part of the ACMA’s work on ensuring scarce spectrum is used in the long-term public interest.

The Section works closely with other parts of the ACMA, as well as government departments and other government agencies, on spectrum and other projects, and with the Australian Competition and Consumer Commission on a range of competition and regulatory matters.

You will have the opportunity to work across the section’s priorities, take a leadership role and gain supervisory experience in a small team with a collaborative, fun and positive culture.

In This Role You Will

* lead the development and implementation of high quality strategic and regulatory policy advice/analysis on more complex areas of radiocommunications policy
* use your verbal and written communication skills to synthesise complex legal and technical issues in plain English for a range of audiences
* assist with project and resource planning for the team’s work program
* where required, assist in managing contracts associated with our auction system
* work across a range of other teams including legal, engineering, media and economics experts to manage outcomes and expectations with those areas
* work closely with senior ACMA and other government officials
* lead the delivery of a range of projects both in a small team and independently
* mentor and coach junior staff

Our Ideal Candidate

We are seeking an experienced and motivated Senior Policy Officer with policy, regulatory, economics and/or legal experience who has:

* Considerable experience as a regulatory policy professional adept at synthesising evidence to develop balanced, timely strategic advice and then implementing that advice
* An understanding of the effects of regulation and policy on the Australian media and communications sectors or a demonstrated ability to quickly acquire this knowledge
* Well-developed verbal communication, written communication and interpersonal skills, together with a demonstrated ability to manage a suite of projects and lead small teams
* Sound judgement, initiative and flexibility
* Experience working collaboratively in multi-disciplinary project teams
* Demonstrated public service professionalism, including a commitment to the APS Values, APS Code of Conduct, WHS and workplace diversity principles

Experience in policy development and implementation is essential for this role.

Suitable candidates may be placed in a merit pool from this selection process and the pool may be used to fill similar ongoing or non-ongoing roles. Non-ongoing vacancies filled from a merit pool may be offered as a specified term. Applicants may have their application and assessment results shared with other Australian Public Service (APS) agencies looking to fill similar roles.
