About the Role
The Human Resources – People and Culture role is a key leadership position responsible for managing all facets of human resources strategy and operations at Katherine Town Council. This includes recruitment, employee relations, performance management, payroll oversight, staff learning and development, workplace health and safety and compliance.
The People and Culture Manager position is a permanent, full‑time contracted role. This position reports directly to the Chief Executive Officer and is responsible for implementing and maintaining professional human resources systems, processes, advice and guidance throughout Council. It ensures that human resources functions are delivered in a manner that complies with statutory obligation and Council policies and processes, and manages, monitors, advises and implements systems and processes for all Work Health and Safety matters.
Position Summary

Qualifications, Skills and Experience
Minimum 3‑5 years of full‑time experience in a similar HR or office environment and experience in the local government sector is highly desirable.
A tertiary qualification in Human Resources, Business or a related discipline.
Proficiency in Microsoft Office and experience with HR/payroll information systems; desirable experience in Xero and Happy HR.
Experience must include employment legislation and awards applicable to the Local Government sector.
High level of interpersonal skills and the ability to interact effectively at all levels.
Strong organisational skills and the ability to manage multiple priorities.
A solution‑oriented mindset and a commitment to process improvement.
High attention to detail and ability to maintain confidentiality.
Initiative and adaptability in a dynamic work environment.
Must Have
* Current Drivers Licence
* Human Resources / Industrial Relations / Employment Law or other related tertiary qualification (e.g. bachelor's degree in human resources; relevant postgraduate qualification a plus).
* Experience in Local Government
* Comprehensive knowledge of Industry Award and applicable Acts, Legislation and Regulation
* Previous experience and excellent understanding of Work Health and Safety obligations and requirements
* Work Health and Safety qualification at Diploma or Certificate IV level, or WHS Officer Certification is required
