Remuneration: Band 7 salary from $115,575.61 per annum plus superannuation and a fortnightly RDO

About the role
Wyndham City Council is seeking a capable project and program professional to support the delivery of its Capital Works Program. Based within the Infrastructure Program Management Office (PMO), this role contributes to the planning, prioritisation, governance, and delivery oversight of capital projects, ensuring investments align with Council's strategic priorities and long-term objectives and deliver meaningful outcomes for the Wyndham community.
Working in partnership with project managers and business units across Council, you will provide advice and support across the full project lifecycle. This includes embedding the Wyndham City Council Project Management Framework (PMF), strengthening governance arrangements, improving project monitoring and reporting, and supporting clear scope definition and benefits realisation to lift delivery confidence and performance.
This role is ideal for a collaborative, improvement-focused professional with experience in project or program management, ideally within a capital works or infrastructure environment. You will bring strong stakeholder engagement skills, a practical approach to governance and delivery, and a passion for building organisational capability and improving project and program management practices.
What your day will look like
* Provide expert advice and guidance across all levels of the organisation on the planning, delivery, and coordination of projects, programs, and portfolios, ensuring alignment with strategic objectives and best-practice project management.
* Support project teams in embedding the Project Management Framework by assisting with governance, documentation, and reporting requirements.
* Conduct project and portfolio health checks to identify risks, dependencies, and opportunities for improvement, providing timely, actionable recommendations to project managers and leadership.
* Actively participate in governance forums and decision‐making processes, supporting project prioritisation, delivery readiness, and investment confidence, while communicating and negotiating effectively with stakeholders.
* Prepare high‐quality reports, briefings, and recommendations for senior management, applying quantitative and analytical skills to assess project scale, budget implications, and risk exposure, ensuring responsive, high‐quality service delivery that reflects positively on the PMO and Council.
What you will bring
* Tertiary qualification in an engineering field such as civil, construction or architecture.
* Qualification or accreditation in professional project management (desirable).
* A current Victorian Driver's license.
* Demonstrated experience supporting end‐to‐end project and program management, including planning, delivery, budgeting, cashflow forecasting.
* Strong capability in applying project and portfolio governance frameworks, including stage gate, assurance activities, health checks, and alignment to organisational strategy.
* Proven ability to influence and support project managers and business units, providing advice, mentoring, and capability uplift to embed consistent project delivery practices across the organisation.
* Highly developed interpersonal, communication, and negotiation skills.
* Demonstrated analytical and strategic thinking skills, with the ability to assess project data, identify risks and interdependencies, and prepare high‐quality reports and recommendations to inform senior decision‐makers.
* Experience in capital portfolio planning and performance reporting, including coordination of investment planning cycles, data accuracy, and the ability to use project management systems and tools for effective reporting.
* Well‐developed time management and self‐organisation skills, with a track record of working independently under pressure, managing conflicting priorities, and meeting deadlines in a complex, fast‐paced environment.
