About the team
An exciting opportunity has arisen for Senior Business Analyst to join the Program Delivery and Governance division within the Revenue NSW Fines and Debt pillar.
This role sits with the project squad that is delivering initiatives under the Fines and Debt Strategy 2030. These initiatives will streamline internal processes, empower teams & business partners with smarter tools, and deliver ministerial outcomes — helping us connect better, work faster, and create greater impact for the citizens of NSW.
The squad works closely with operational teams across the Fines and Debt business, and technical teams to deliver outcomes for customers, partners, and the organisation. The Senior Business Analyst will play a key role in supporting the end-to-end definition of business needs, ensuring clarity of intent, alignment to strategic outcomes, and effective collaboration across business, project delivery and technology teams. The role also contributes to the ongoing uplift of business analysis practices by strengthening artefacts, standards, and ways of working across initiatives.
Key responsibilities
* Lead the end-to-end analysis of business needs, translating business objectives and processes into clear, structured requirements and supporting validation that solution design and delivery meet agreed business outcomes.
* Analyse and document current and future state processes, identifying opportunities to improve efficiency, consistency, and customer experience.
* Engage closely with operational stakeholders to understand needs, validate requirements, and support successful adoption of change.
* Collaborate with technical teams and technical Business Analysts to ensure business requirements are well understood, traceable and fit for purpose for solution design and development.
* Facilitate workshops and discussions to build shared understanding, clarify scope, and support prioritisation of initiatives.
* Support informed decision-making by analysing business and operational data and translating insights into actionable recommendations.
* Contribute to the development and continuous improvement of business analysis artefacts, templates, and standards to support consistency and quality across initiatives.
To be successful in this role you will demonstrate:
Essential:
* Solid experience working as a Business Analyst or Senior Business Analyst on complex initiatives, with the confidence to operate independently.
* Strong capability in eliciting, analysing, and documenting business requirements, with experience translating business objectives and processes into clear, structured artefacts.
* Strong interest in understanding business problems in context, including the human, operational, and behavioural factors that influence how services and processes work in practice.
* Experience engaging with stakeholders, including facilitating workshops, navigating differing perspectives, and building shared understanding.
* A collaborative, learning-oriented mindset, with openness to feedback and a willingness to adapt approaches to different delivery environments.
* Strong analytical and problem-solving skills, with the ability to understand problems in context and develop practical, outcome-focused recommendations.
Desirable:
* A working understanding of technical concepts and delivery practices, enabling effective collaboration with technology teams across the delivery lifecycle.
* Experience contributing to technology initiatives, working alongside agile delivery teams, and aligning to established agile cadences.
