Overview

The Department of Foreign Affairs and Trade (DFAT) seeks individual Labour Hire Workers – Site Security Observers (SSOs) – to support construction security activities across domestic and international projects. The engagement is on a 12‐month term in a labour hire arrangement, with work on an as‐needed basis aligned to project demand.

Roles and Responsibilities

Reporting to the SSM, SSOs provide site‐based construction security oversight and assurance. Responsibilities include:

  • Observing personnel movements and activities within designated construction zones and controlled areas of a worksite.
  • Monitoring construction activities for compliance with the Construction Security Plan (CSP) or equivalent approved documentation.
  • Inspecting and auditing materials, tools and equipment brought onto site, including identifying, reporting and containing suspicious or non‐compliant materials.
  • Managing and operating site‐based technical security systems, including CCTV, alarms and access control mechanisms where required.
  • Applying a risk‐based, situational approach to identifying and escalating security issues, incidents or non‐compliance in accordance with DFAT requirements.
  • Completing accurate record‐keeping security logs and reporting to contribute to assurance, auditability and continuous improvement.
  • Operating within the chain of command, escalating issues promptly and appropriately.

Qualifications, Skills and Experience

The successful candidate will:

  • Have experience in either security and/or construction.
  • Have experience working as part of a dynamic, multi‐person operational team in security‐sensitive or controlled environments.
  • Be physically capable of standing for extended periods and lifting equipment up to 30 kg.
  • Establish, maintain and promote effective working relationships with DFAT personnel, clients and stakeholders to support operational outcomes.
  • Be capable of working for extended periods with minimal supervision, exercising sound judgement and professional discipline.
  • Have relevant experience or familiarity with Work Health and Safety (WHS) principles and site safety and risk management within active construction environments.

Additional skills:

  • Strong observation, recording and reporting skills, maintaining high standards of accuracy, integrity and confidentiality.
  • Ability to operate CCTV, alarms and other security systems as required.

Licensing and Certification

Prior to commencement the Labour Hire Worker must complete and supply evidence of:

  • Construction Induction Training (White Card)
  • Working Safely at Heights
  • Working in Confined Spaces
  • Asbestos Awareness
  • Prevent Crystalline Silica Exposure

Mandatory Training

  • DFAT Mandatory online training
  • Construction Security Foundations
  • DFAT security training and briefing requirements

Work Availability and Hours

Engagements are on a 12‐month contract, with work on an as‐needed labour hire basis. Hours will vary and are dependent on operational and project requirements. There is no guarantee of continuous engagement. The SSO may work up to an estimated 1,800 billable hours across the initial 12‐month term.

Location and Travel

Domestic – from Q3 2026; Pacific – from Q3 2026; South Pacific – from Q1 2027. Labour Hire Workers may be required to travel to perform duties on DFAT construction sites, including overseas locations. Travel and associated allowances are paid by DFAT under the SAP Travel System. The Worker must hold the required minimum DFAT clearance (NV1) prior to travel and meet visa, vaccination, and medical assessment requirements.

Security Clearance

All SSOs must hold Australian Government Negative Vetting Level 1 security clearance prior to commencement.

Benefits and Compensation

Hourly rate is negotiated with the Service Provider, including hourly amount, casual loading, superannuation and on‐costs. No overtime is payable and working hours are project‐based. Trial periods of intensive activity followed by periods of inactivity may occur.

Employment Conditions

All duties are performed onsite; remote or work‐from‐home arrangements are not permitted. There is no entitlement to paid sick leave or payment for work not performed due to personal illness while travelling. Labour Hire Workers must accept the nature of engagement and work availability prior to nomination.
