The Insurance Commission of Western Australia ("ICWA") is a state-owned Government Trading Enterprise that provides motor injury insurance to 2.7m Western Australian motorists and manages the self-insurance arrangements of the Western Australian Government. Generating $1.4b in revenue over the six months to 31 December 2025 and holding nearly $9.7b in assets, ICWA is a major self-funded statutory authority at the heart of the WA community.

The Opportunity

We have an exciting opportunity for an experienced Strategic Delivery Manager to lead the Strategic Delivery function within the new Enterprise Data Office (EDO), part of the Transformation Division.

This senior role is accountable for driving the business-facing change, adoption and capability uplift required to deliver the organisation's Data Strategy and associated transformation initiatives. You will ensure that new data capabilities, governance frameworks and ways of working are not only implemented, but embedded, understood and sustained across the organisation.

Reporting to the Head of Data Strategy, you will lead the Strategic Delivery team to translate the Data Strategy into practical, high‐impact outcomes. While you will coordinate delivery activity, your primary focus is on enabling successful change - ensuring initiatives deliver measurable organisational value, improved capability and long‐term transformation outcomes.

As the primary interface between business leaders and data transformation, you will shape delivery based on genuine business need, maintain strong governance and oversight, and ensure executive confidence in transformation progress, risk management and benefits realisation.

This role is ideal for a leader who thrives at the intersection of strategy, change and delivery, and who can connect complex data and transformation initiatives to tangible business outcomes.

You are a strategic, credible leader with a strong track record in enterprise change and transformation. You bring clarity to complexity and can mobilise people, capability and momentum across the organisation.

You will demonstrate the ability to:
* Lead enterprise‐wide change and capability uplift, applying strong strategic thinking to translate complex data, digital or transformation strategies into practical, adoptable and sustainable business outcomes.
* Enable and govern the successful delivery of complex transformation or data‐enabled initiatives, ensuring benefits are realised, adoption is achieved, and outcomes are sustained beyond implementation.
* Engage, influence and partner across the organisation, working collaboratively with business leaders, ICT, risk, governance and executive stakeholders to drive alignment, ownership and commitment.
* Communicate with clarity and confidence at senior levels, distilling complex issues into clear insights, facilitating informed decision‐making, and building confidence in delivery approach and outcomes; and
* Lead, coach and develop a multidisciplinary team, creating a high‐performance culture that values collaboration, accountability, continuous improvement and delivery excellence.
