Overview

Join Our Mission to foster prosperity in Asia. The Asian Development Bank (ADB) aims to alleviate poverty and promote sustainable development in the Asia‑Pacific region. The position is within the Procurement Division (PFP) of the Procurement, Portfolio and Financial Management Department (PPFD) and is assigned to the Pacific Liaison and Coordination Office (PLCO) in Sydney, Australia, supporting Pacific Developing Member Countries (DMCs) including Nauru, Solomon Islands and Vanuatu. The role reports to the Director, PFP and the Regional Director, PLCO, and oversees procurement consultants recruited by PFP/PLCO.

The broader PPFD scope includes sovereign operations procurement management, bank‑wide portfolio management, and sovereign operations’ financial management. PPFD also leads knowledge sharing and capacity building across staff in ADB and DMCs.

You Will

- Provide technical guidance and capacity development to ADB staff, government counterparts and service providers on ADB‑financed contracts to ensure compliance with ADB procurement policies and procedures.
- Support improvements in the implementation performance of the Pacific portfolio of loans, grants, and technical assistance (TA) projects.
- Support establishment, harmonization and improvement of procurement policies and procedures aligned with project management for ADB projects.
- Collaborate with DMC governments to assess national procurement systems and help design and implement strengthening measures.
- Contribute to ADB’s knowledge development activities in procurement and contract administration, and work with other ADB procurement specialists to ensure portfolio consistency.
- Lead on complex procurement issues for ADB and Executing Agencies (EA), proposing remedial measures as needed.
- Prepare reports, memos and electronic Procurement Approval Forms (ePAF) and assess e‑procurement systems used by EAs.
- Assist EAs in preparing procurement documentation to ensure compliance with ADB financing agreements, Procurement Policy and Procurement Regulations for ADB Borrowers.
- Respond to inquiries from EAs on procurement, consultant recruitment and contract management matters.
- Support the selection and recruitment of consultants (firms and individuals) through the CMS system and guide staff on contract administration issues.
- Carry out procurement reviews of national procurement systems and liaise with the ADB Office of Anticorruption and Integrity on integrity, anti‑corruption and conflict‑of‑interest issues.
- Participate in project review missions to assess procurement performance and recommend remedial actions; assist in preparing procurement plans and documents for missions.
- Lead in the review of project documentation sections on procurement and related matters.
- Be the resource person for capacity building events to enhance procurement capacity and develop training materials and knowledge products for ADB staff, governments and contractors.
- Coordinate and conduct business opportunities seminars and other outreach events for contractors, suppliers and consultants.

You Will Need

- Bachelor’s degree or equivalent in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or related fields; master’s degree preferred.
- For ADB internal applicants: Procurement Accreditation Skills Scheme (PASS) accreditation preferred; non‑accredited applicants may be considered but must complete accreditation within one year of appointment.
- At least 8 years of relevant experience in procurement or project management for infrastructure projects (transport, energy, water, etc.); at least 4 years of supervisory experience.
- Engineering background preferred with procurement experience in transport, energy, water, or urban infrastructure.
- Familiarity with multilateral development banks (MDB) procurement and consulting services policies and procedures preferred.
- MCIPS or working towards MCIPS preferred.
- Experience in project management, contract management and capacity building; ability to lead projects and share knowledge across teams.
- Proficiency in delivering clear messages in English.

Additional Information

This is a re‑advertisement. The vacancy is regional with local remuneration in Australia and open to nationals and permanent residents of the Pacific region listed in the description. The appointment is fixed‑term with an option to renew, up to the normal retirement date, as determined by ADB policies. Absent a conversion to a regular appointment, renewal beyond NRD is not guaranteed.
