* Rate: Up to $1,050 per day + super

About the Role
A NSW Government agency is seeking an experienced Senior Technical Business Analyst to join a major regulatory systems uplift program. This role plays a key part in translating regulatory requirements and business user journeys into clear, developer-ready technical specifications to support the delivery of compliant, resilient, and high-quality digital solutions. You will work closely with Product Owners, Developers, QA, Architecture, and platform teams in a fast-paced Agile environment.
Key Responsibilities
* Translate business and regulatory user journeys into functional and non-functional requirements
* Produce developer-ready specifications, including API specifications (OpenAPI/Swagger), event contracts, data models, and acceptance criteria in BDD/Gherkin format
* Break down epics into INVEST-quality user stories and manage backlog refinement
* Maintain traceability from regulatory obligations through to requirements and testing
* Define integration flows, payload schemas, error handling, and idempotency
* Capture and document non-functional requirements including performance, security, resilience, and observability
* Partner with developers and QA to clarify requirements and support testing and delivery
* Align solutions with enterprise platforms including identity, cloud, CI/CD, and observability
* Ensure privacy, security, risk controls, and operational readiness are embedded
Skills & Experience
* 10+ years' experience as a Business Analyst or Technical Business Analyst in complex, regulated environments
* Strong technical capability across APIs (REST / GraphQL), event-driven architectures, and data modelling
* Experience with cloud platforms, CI/CD pipelines, and observability tools
* Proven delivery experience in Agile environments (Scrum / Kanban)
* Strong working knowledge of Jira or Azure DevOps, Confluence, Swagger/OpenAPI, Postman, and SQL
* Excellent communication skills with the ability to engage confidently with both technical and business stakeholders
