Position Overview/Duties

* Serves as the Disaster Program Manager and Permanent cadre emergency support function #3 (Public Works and Engineering) Team Leader.
* During non-disaster periods, develops Command-wide procedures for planning, training, exercises, and events related to USACE's role in disaster response under the National Response Framework (NRF).
* Develops and conducts training courses, seminars, exercises, and workshops for commanders, senior executives, Readiness Contingency Operations Chiefs, and USACE volunteer force of 1,600+ individuals.
* Provides engineering, public works, and infrastructure subject matter expertise to the USACE Director of Contingency Operations, FEMA, and Federal interagency partners.
* Works with FEMA peers to develop interagency training and workshops; represents USACE in developing Federal interagency doctrine and procedures.
* Serves as USACE National-level project officer for development of catastrophic disaster contingency plans.
* Supports after-action assessments, lessons learned activities, and remedial action plans.
* During disaster response, represents USACE, the Director of Civil Works, and Supported Division Commander in all interaction with the Federal Coordinating Officer (FCO), IMAT Team Leader, ESF team leaders, Defense Coordinating Officer, State Coordinating Officer, and their staffs.
* Negotiates and manages FEMA Mission Assignments; provides lifecycle mission management of all NRF disaster operations from initial request for assistance through fiscal closeout, including responsibility for multiple concurrent disaster events.

Job Responsibilities & Conditions

* This position has a Temporary Duty (TDY) or business travel requirement of up to 75% of the time.
* You must be able to obtain and maintain a SECRET security clearance.
* This position may be subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
* This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
* This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
* Incumbent must maintain currency in NRF, ESF#3, USACE EM doctrine, and related interagency procedures.
* Duty location will be determined upon selection. Final pay could change based on locality.

Minimum Experience Requirement

One year of specialized experience equivalent to the GS-13 grade level, including demonstrated successful deployments in support of the NRF, ESF#3, PL 84-99, USACE capabilities and authorities, and USACE Emergency Management operations.
