The Sector Has Changed. Have you?
November 1, 2025, marked the beginning of the Aged Care Act 2024, a fundamental shift from provider-centric operations to rights-based care. But with the AN-ACC funding model now rigidly tying revenue to care minute compliance, the margin for error has vanished.
The aged care sector has moved from crisis survival to commercial sustainability. The days of tolerating budget overruns in the name of "culture" are over. The providers who will thrive in this environment are those led by executives who understand that care excellence and financial discipline are not opposing forces but rather, inseparable requirements for organizational survival.
In Western Australia, where workforce pressures are acute, competition from the resources sector is relentless, and the cost of operations is high.
Business as usual is no longer an option.
We are looking for a State Manager who understands the economics of care.
This is not a role for someone who views the budget as an outcome of operations. This is a role for someone who builds operations within the constraints of the budget.
What We Need
* Commercial Financial Command: You know your numbers inside and out. You can read a P&L like a financial controller, and have a proven track record of driving EBITDA performance in complex regulatory environments.
* Operational Precision:You have demonstrable experience aligning Master Rosters to AN-ACC funding targets. You can identify "roster bloat" instantly and have executed rapid reduction strategies. You understand that 215 care minutes is a target, not a minimum, and that delivering anything above minutes represents an unfunded annual loss.
* Agency Eradication: You have a tangible track record of reducing agency usage by implementing internal workforce banks, float pools, and strict authorization protocols.
* Decisive Change Leadership: You have the resilience to execute necessary structural changes in the face of resistance. You understand that applying appropriate pressure to cut a bloated roster is sometimes required to protect organizational solvency, and you have the interpersonal capability to rebuild culture after the correction is made.
* Western Australian Market Intelligence:You understand the unique pressures of the WA operating environment: competition from the resources sector, the tyranny of distance, and the need for retention strategies that go beyond base wage competition. You know how to leverage lifestyle benefits, flexibility, and career pathways to build stable teams.
Apply If You Have
* Extensive experience in a senior operational leadership within aged care (HomeCare or Residential)
* Proven ability to manage multi-site portfolios
* Deep fluency with AN-ACC funding mechanisms and care minute compliance
* Experience operating in workforce-constrained markets
* Tertiary qualifications in Business, Health Management, or related fields (desirable)
* AHPRA Registration (desirable)
