Primary objective

Provide effective administration, system management and quality assurance of the Northern Territory land valuation rolls

and supplementary land valuations. The position project manages the progressive roll out of supplementary Unimproved

Capital Value assessments across the Territory, proactively manages contracts with external valuers, and maintains and

develops the valuation module of the Integrated Land Information System to ensure valuation rolls are accurate, current and

meet legislative requirements.

Context statement

Valuation Services provides valuation advice, statutory valuation services and valuation rolls for land rating across the

Northern Territory. The unit administers the Valuation of Land Act 1963 and supports the statutory functions of the Valuer-

General, including the assessment of Unimproved Capital Value for all rateable parcels of land on a rolling three-year basis

and the maintenance of the Valuation Roll for the Territory.

Key duties and responsibilities

1. Provide specialist advice to, and assist, the Director Valuations to develop, implement and monitor the standards, policies

and procedures relevant to the Northern Territory land valuation rolls, ensuring legislative requirements are met.

2. Project manage the progressive roll out of supplementary Unimproved Capital Value assessments of rateable land across

the Northern Territory, including the staged assessment of Northern Territory Government owned land for financial

reporting purposes.

3. Oversee the tender process for, and proactively manage the contracts of, external valuers to ensure supplementary

valuation assessments are delivered on time, within budget and in accordance with legislative requirements, including

processing contract invoices and organising cost recovery from councils.

4. Provide quality system administration of the Integrated Land Information System, maintaining accurate and current data,

implementing quality assurance through statistical checks and monthly reconciliations, and managing the investigation,

testing and release approval of system feature issues and enhancements.

Selection criteria
Essential

1. Proven experience in procurement, contract and project management, preferably in relation to land valuation or property

matters, including the ability to analyse and report on complex issues and to deliver outcomes on time and within budget.

2. Demonstrated experience in system administration and the use of land information or database systems, including data

quality assurance, reconciliation and the investigation and resolution of system issues and enhancements.

3. Knowledge of, or the demonstrated ability to rapidly acquire knowledge of, legislation relevant to land valuation and

land tenure, including the Valuation of Land Act 1963, and an understanding of statutory land valuation processes.

4. Well-developed oral, written and interpersonal skills, including the ability to prepare reports, correspondence and

briefings, translate technical and legislative requirements into plain English, and maintain confidentiality.

5. Demonstrated capacity to work effectively as part of a small team while managing competing priorities, exercising sound

judgement and delivering quality outcomes in a commercially sensitive environment.

Desirable

1. Formal qualifications in Valuation or a lands and planning related discipline.
