ARRC Gold Coast is a dynamic and innovative resource recovery and circular economy company owned by the City of Gold Coast.
It is the powerhouse behind the Advanced Resource Recovery Centre (ARRC), a$1.6 billionstate-of-the-art integrated recycling and energy precinct.
The ARRC will boost recycling capabilities, enhance remanufacturing and resource recovery andgenerate energy from residual waste.
Ultimately it willdivert up to 97% of waste to landfill, providing a sustainable waste management solution for the Gold Coast and South-east Queensland.

The Opportunity
This is a rare opportunity to join ARRC Gold Coast as Head of Asset Strategy & Delivery and lead the commercial and strategic direction of a $1.6 billion asset portfolio at the forefront of Australia’s circular economy transformation. In this pivotal executive role, you will set and deliver a long-term asset strategy aligned with corporate growth, driving high-value, scalable, and innovative infrastructure investments in waste, energy, and resource recovery.
You’ll inspire and develop a multidisciplinary team, embedding commercial acumen and a culture of performance, accountability, and continuous improvement. Overseeing all aspects of capital planning and project delivery, you’ll ensure asset lifecycle value, operational excellence, and fiscal discipline. Building trusted partnerships with stakeholders, you’ll report to the CEO and executive team, championing ARRC’s leadership in sustainable infrastructure while driving economic value and securing enduring community and shareholder returns.

Vision & Strategy:Shape and execute a bold, long-term asset strategy that drives innovation, sustainable growth, and delivers on ARRC’s strategic priorities. Make decisive, data-driven calls to maximise asset value, manage risk, and guarantee infrastructure resilience for the future.
High-Performance Leadership:Inspire and empower a multidisciplinary team of engineers, planners, and delivery experts. Set high standards for collaboration, accountability, and innovation—cultivating a culture of continuous improvement and excellence.
Complex Project Delivery:Direct the end-to-end delivery of major capital works—ensuring every project meets deadlines, stays within budget, and creates lasting social and environmental value. Control budgets, contracts, and commercial outcomes with precision and strategic foresight.
Asset Value Optimisation:Steer all phases of asset management—from feasibility and investment analysis to performance monitoring and renewal. Ensure assets remain resilient, efficient, and strategically positioned to meet ARRC’s evolving needs.
Strategic Influence & Partnerships:Advise the CEO and executive team on critical asset decisions. Forge and maintain strong alliances with delivery partners, investors, regulators, and government to advance ARRC’s mission and reputation.

We are seeking a dynamic and commercially astute executive with a proven record in asset strategy, capital planning, and major project delivery. You are an accomplished leader with deep experience managing large infrastructure portfolios, steering multidisciplinary teams, and delivering innovative, high-value outcomes in complex environments. Your ability to think strategically, drive continuous improvement, and embed commercial discipline sets you apart, as does your commitment to sustainable growth and operational excellence. Through your collaborative leadership style and strong stakeholder engagement skills, you champion performance, accountability, and a culture of safety, ensuring ARRC Gold Coast remains at the forefront of Australia’s circular economy transformation.
Essential Qualifications & Experience:
· Relevant Tertiary Qualifications in Engineering, Construction Management, Infrastructure Planning, Business, or a related discipline.
· Extensive Leadership Experience with a minimum of 10 years in senior roles overseeing asset strategy, capital planning, and infrastructure delivery within complex or multi-stakeholder environments.
· Proven Expertise in Capital Project Delivery, with a demonstrated track record of successfully managing large-scale, technically complex infrastructure programs from concept through to execution.
· Industry Knowledge in waste management, resource recovery, or circular economy sectors is highly desirable and will be considered an advantage.
Key Strengths & Attributes
Demonstrated ability to develop and execute asset lifecycle strategies that align with organisational goals, drive long-term value, and optimise capital performance.
Proven capability to lead high-performing, multidisciplinary teams with a focus on culture, accountability, and innovation in complex and fast-paced environments.

Highly developed financial literacy with experience overseeing significant capital budgets, investment planning, and project financial management.
In-depth understanding of regulatory, compliance, and governance frameworks relevant to infrastructure, asset management, and public-private delivery models.
Strong personal alignment with environmental sustainability and circular economy principles, with a drive to deliver measurable ecological and community impact.
