Job Description:
We are seeking a highly motivated and experienced ICT Delivery Director to oversee the successful delivery of large scale, complex Information Management (IM) and Information and Communication Technology (ICT) programs and projects within a Health Care context.
The ICT Delivery Director will be responsible for leading an expert team of multi-disciplinary project managers and other project staff to deliver infrastructure upliftment projects including physical and software infrastructure. The role requires strong leadership, conceptualisation, and design of programs comprising multiple large scale, complex and high-risk projects.
Key Responsibilities:
1. Fulfil the responsibilities of this role in accordance with QPS values as outlined above.
2. Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces.
3. Oversee the successful delivery of a significant infrastructure uplift, including electrical and ICT, end user and biomedical device integration and rollout and procurement for these elements, ensuring that program outcomes are achieved and that solutions delivered are responsive to customer needs and sustainable in an enterprise environment.
4. Ensure that the program of work set out in the work breakdown structure includes necessary and sufficient activities that will create deliverables that conform to requirements.
5. Lead, manage or direct an expert team of multi-disciplinary project managers (various levels) and other project staff within an emphasis on managing staff performance, coaching project professionals so that team efforts are directed at project outcomes, team members development is enhanced and ID develops a culture that assists Queensland Health adopt sound IM/ICT management practices, whilst maintaining an enduring project management capability.
6. Ensure Project Managers undertake appropriate planning, budgeting, project management, reporting, consultation and risk management so that component projects are integrated, duplication of effort is avoided, and any risks and conflicts are proactively addressed by taking the necessary remedial and corrective action.
7. Ensure the approach taken by the Program and all related sub-projects integrate with strategic direction, and participate in, influence, work collaboratively with and align to all relevant whole of government (WoG) IM/ICT initiatives, and state, national and international health bodies as agreed with the Project Sponsor.
8. Direct the effective use of client's formal project management (PM) approach which includes standards, methodologies, procedures, tools, templates and work instructions, to ensure project management best practices are implemented on all component projects, resulting in their consistent management and production of quality outcomes.
9. Consult and undertake high level, strategic negotiations with, provide expert advice to, and develop and maintain strong, effective alliances and working relationships with project teams, program sponsors and internal and external stakeholders with respect to program matters, ensuring they are informed and positively engaged throughout the program life cycle.
10. Proactively oversee the monitoring and reporting of program related trends, and manage, monitor, and progress reporting of assigned projects within the program against the project plan(s) and budget(s), to ensure their efficient and accountable management and delivery, and as necessary recommend, seek advice on and oversee remedial and corrective action where progress falls outside of agreed parameters.
11. Work proactively with client's, government, and private sector stakeholders to resolve complex technical, project and business-related risks and issues that affect the Program and its progress.
12. Oversee program related tender development, evaluation, selection, and negotiation of contracts with third party vendors, with an ability to build and maintain strong and effective vendor partnerships and alliances.
13. Direct the development of, provide expert advice and strategic input to, review and endorse a range of 'project specific' deliverables from multiple projects, calling for expertise in information management (IM), service delivery, information and communication technology (ICT) and information technology (IT) purchasing and contracts, ensuring all those submitted to the project sponsor, steering committee and other key stakeholders meet quality standards, strategies and architecture, and are timely, relevant and enable well informed decision making to be made.
14. Develop timely and relevant written submissions, briefs, presentations, and information papers of a detailed and strategic nature, and develop, implement and manage the communication strategy to inform the project sponsor, steering committee, clients and external stakeholders in relation to the ongoing delivery of the Program.
15. Demonstrated high level leadership, conceptualisation and design of programs comprising multiple large scale, complex and high-risk projects.
16. Demonstrated program management skills and experience through all phases of the life cycle, with a proven record of achieving successful and effective program outcomes that are aligned with organisational objectives within a large, complex and distributed service delivery organisation.
17. Demonstrated experience in delivering significant infrastructure programs, preferably in the health/hospital context.
18. Demonstrated experience in leading an ambitious procurement and vendor selection process to support infrastructure uplift.
19. Proven ability to lead, manage and nurture multiple multi-disciplinary project teams, and demonstrated experience in managing a major program budget in the development of successful enterprise solutions, that are responsive to customer needs and sustainable in a large, complex organisational environment, preferably in health care.
20. Demonstrated superior negotiation, consultation, facilitation and written and oral communication skills, with the proven ability to develop effective working and strategic relationships and partnerships with a wide variety of senior internal and external stakeholders in an overall environment of change and evolution.
21. Demonstrated expert knowledge and application of project management methodologies, and the development of associated tools, templates, procedures etc. that enable projects to be managed in a consistent way.
22. Sound knowledge of, or the ability to rapidly acquire knowledge of Queensland Health's IM/ICT strategies, architectures, formal project management approach and formal reporting framework and their impact on health service delivery in Queensland.
23. Demonstrated ability to manage staff in line with contemporary human resource management policies, procedures and practices including employment equity. anti-discrimination, occupational health and safety and ethical behaviour.
