Primary objective
Coordinate all applications under the Serious Sex Offenders Act 2013 (the Act) and facilitate the required processes during the application’s proceeding to final hearing. Ensure all qualifying offenders are captured in a data set and draft and provide reports on for the Committee in a timely manner. Reports must provide information on offences, risk assessments, treatment outcomes and other information to allow the Committee to confidently decide on a recommendation.
Context statement
This position involves dealing with highly sensitive and confronting information on a daily basis, in particular relating to serious sexual offences, including offences against children.
Key duties and responsibilities
1. Manage the high-level caseload of serious sex offenders by maintaining records, reviewing files and liaising with stakeholders.
2. Provide high level support to senior clinical staff, the Serious Sex Offender Referral Committee and relevant management.
3. Prepare a range of reports and correspondence including affidavits, ministerial and internal documents in relation to high-risk sexual offenders.
4. Liaise with legal and medical professionals regarding applications under the Serious Sex Offenders Act, possible legislative amendments and the review of orders.
5. Plan, participate in and monitor research activity relevant to the management and treatment of sex offenders.
6. Develop procedures in collaboration with internal stakeholders that will enable the continual evaluation of all aspects of the Act and service delivery to the Serious Sex Offender Referral Committee.
Selection criteria
Essential
1. High level of computer literacy with particular emphasis on analysing data and producing high level reports and correspondence to be used in the application of the Responsible Sex Offenders Act 2013.
2. Demonstrated capacity to work independently with a high level of autonomy and discretion.
3. Excellent interpersonal skills in the context of negotiation and leadership with the ability to represent the Department of Corrections with both internal and external stakeholders.
4. Demonstrated ability to develop and evaluate policies, procedures and frameworks within a politically sensitive context.
5. Demonstrated ability to undertake research pertaining to the best practice management and treatment of sex offenders.
6. Demonstrated conceptual, analytical and problem-solving skills, including the ability to identify areas of need and propose practical and innovative solutions.
7. A demonstrated ability to interact effectively with people from diverse backgrounds and particular experience in working with Aboriginal Australians.
8. Demonstrated experience in public speaking with the ability to confidently deliver presentations to Management / staff and internal and external stakeholders.
9. Experience in applying legislation and Court procedures and have an understanding of the progression of matters through to hearings or ability to quickly acquire.
Desirable
1. Background in criminal law, social science research, law enforcement, criminology or community corrections.
2. Knowledge of current trends relating to sex offender assessment and management.
Further information
The Department of Corrections has a Smoke Free Policy, including e-cigarettes.
