About AFMA

The Australian Fisheries Management Authority (AFMA) aims to provide ecologically sustainable and economically efficient Commonwealth fisheries, through understanding and monitoring Australia’s marine living resources and regulating and monitoring commercial fishing, including domestic licensing and deterrence of illegal foreign fishing.

About the Branch

The Fisheries Operations Branch provides high level deterrence for illegal, unreported & unregulated fishing activities. It does so by providing leadership, contract & project management & policy development.

About the Team

The Intelligence Unit contributes to the delivery of AFMA’s National Compliance and Enforcement Program and AFMA’s International Compliance and Engagement Program. The Unit is responsible for:

* Analysing multiple data holdings (including investigation, geospatial, surveillance, catch-based data, and open-source data) to identify information gaps, potential threat drivers and emerging trends to Commonwealth fisheries and on the high seas where Australia has an interest.
* Managing the coordination of intelligence collaboration and dissemination to support domestic and foreign compliance programs, both within the Australian Fishing Zone and on the high seas where Australia has an interest.
* Working closely with our domestic and international counterparts in sharing intelligence and planning national and regional fisheries operations to further enhance our abilities to detect and deter illegal, unreported, and unregulated fishing.
* Planning, developing, and providing input to various operational strategies to mitigate identified risks, and providing strategic and tactical products to support those strategies.
* Developing intelligence tools, products, and advice to support national and regional fisheries operations and engagement programs.
* Administering the branch’s information disclosures in line with relevant internal policies and legislative obligations.

Our ideal candidate

Our ideal candidate will have:

* demonstrated experience with various modern digital forensic software packages including those that specialise in mobile device, navigation and/or electronic storage devices.
* excellent written and verbal communication skills with the demonstrated experience to foster -strong working relationships with internal and external stakeholders.
* demonstrated research and analytical skills and experience in providing accurate, specialist intelligence advice, both tactical and strategic. (Your expertise has been developed through the course of either a similar role or formal study.)
* the demonstrated ability to work as part of a team and/or under limited direction, exercising autonomy and independence when undertaking complex work initiatives.
* existing knowledge to contribute your own expertise towards achieving intended outcomes of the Intelligence Unit, as well as showing innovation in contributing towards building on existing and developing new intelligence tools and functions.

Essential

It is essential that the successful candidate have:

* the ability to undertake interstate and/or international travel (for periods up to 3 weeks)
* experience with various modern digital forensic software packages including those that specialise in mobile device, computer and eDiscovery evidence.

Desirable

The following are advantageous:

* Experience, or an ability to acquire a strong understanding of GIS and business analytics software will be highly desirable.
* Experience in regulatory compliance and enforcement.
* An understanding of AFMA’s purpose, and a commitment to both diversity and work, health, and safety principles.
The key duties of the position include:

Under limited direction, the Senior Intelligence Analyst (Forensics) will assist the Manager, Intelligence Unit in delivering intelligence outputs of AFMA’s compliance programs, through:

* Undertaking the analyses of telecommunication, navigation and/or electronic storage devices using modern forensic computing software to recover evidence and/or information, with particular emphasis on the analysis of navigation data, information flows and reconstruction of trade networks.
* Maintaining Forensic Computing Unit resources including computer equipment, forensic hardware and software applications.
* Networking with internal and external stakeholders including national and international industry peers, equipment and software developers and training providers to ensure the ongoing delivery of viable forensic services to AFMA.
* Assisting the Manager of the Intelligence Unit in developing and reviewing internal policies, procedures, forensic computing best practice and management of internal casework.
* Using existing (and formulating new) analytical tools and techniques to monitor, measure and analyse compliance risks within Commonwealth fisheries and on the high seas where Australia has an interest.
* Provide strategic and tactical intelligence support to AFMA’s National Compliance and Enforcement Program and AFMA’s International Compliance and Engagement Program.
* Contributing to the planning and execution of targeted intelligence and operational activities.
* Contributing to the integration of forensic outputs into AFMA’s broader intelligence picture by ensuring that recovered digital artefacts inform operational planning, risk assessments, and strategic threat understanding across Commonwealth fisheries.

In addition to meeting the work level standards of the position classification, an APS 6 Senior Intelligence Analyst (Forensics), you will:

* Forensically interrogate seized telecommunication, navigation and/or electronic storage devices to recover intelligence information and/or evidence.
* Use the recovered information to undertake complex qualitative and quantitative analysis, with particular emphasis on the analysis of navigation data, information flows and reconstruction of trade networks.
* Produce strategic and tactical intelligence products that support AFMA’s National Compliance and Enforcement Program and AFMA’s International Compliance and Engagement Program.
* Provide day to day guidance, training and technical assistance to supporting AFMA staff to ensure continuity of forensic services.
* Provide fisheries-related advice and input to whole of government threat analyses relating to Australia’s maritime domain.
* Provide sound input into Australian international fisheries papers.
* Administer incoming seized telecommunication, navigation and/or electronic storage devices to ensure chain of custody is maintained.
* Assist with the planning of targeted intelligence and operational field work.
* Liaise with domestic and international law enforcement and regulatory agencies to receive, disseminate, and analyse information.
* Assist with mentoring junior staff in the Fisheries Operations Branch.
Eligibility

To be eligible for this role applicants must:

* be an Australian citizen
* have the ability to obtain, and maintain, a Negative Vetting 2 security clearance
* satisfy the requirements of an Australian Federal Police Check.
* successfully complete a psychometric assessment
