About the role
This is a full time, fixed term position that sits within the People Development and Business Services Division, Crime and Counter Terrorism Investigations Services. The primary function is the ongoing management of a Trust Fund for a program developed between the Australian Border Force (ABF), Department of Home Affairs (DHA) and Victoria Police, to support Victoria Police in combatting and disrupting the illicit tobacco trade.

Your duties will include
* Maintain and monitor a detailed project plan, including timelines, milestones and resource allocation to ensure successful project delivery.
* Manage and oversee the Trust Fund budget, ensuring all expenditure aligns with the approved Australian Border Force submission and financial governance requirements.
* Monitor financial performance, track expenditure, and ensure accurate allocation of funds across all project categories.
* Liaise with key stakeholders, including external government agencies to maintain effective communication and collaboration.
* Create and manage suppliers within Oracle Financial System, including onboarding new vendors where required.
* Accounts Payable – process invoices using Tungsten to ensure invoices are paid according to Victoria Police payment terms.
* Raise and manage Purchase Orders for all tobacco related procurement activities in accordance with financial policies.
* Prepare and maintain quarterly progress reports for Australian Border Force, ensuring accurate and timely reporting of project outcomes, expenditure, and status updates.
* Generate and analyse financial reports to ensure all costs are correctly allocated.
* Prepare and coordinate new submission documentation as required for ongoing or new funding proposals.
* Identify, assess, and mitigate project risks, ensuring the Project Manager and Trustee are informed of any emerging issues.
* Manage the project position-based email account, including responding to, filing and tracking correspondence.
* Ensure accurate and comprehensive record keeping, maintaining all project documentation to support audit and compliance requirements.
* Provide regular updates to management and stakeholders, highlighting project achievements, challenges and financial status.
About You
* Demonstrated ability to work flexibly and autonomously to manage project plans and ensure deadlines are met.
* Demonstrated correspondence management skills and proven capacity to co‐ordinate tasks, determine priorities and monitor workflow to operate effectively.
* Extensive experience in high volume accounts, general financial management and reconciliation processes.
* Proven ability to initiate and implement process improvements in the work area.

* One (1) x full-time, fixed term position available to 30 June 2027.
* This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
* The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, applicants must be an Australian Citizen.
* The successful candidate will be required to undergo pre‐employment checks which may include fingerprint checks and misconduct screening.
