Role Overview
The NTPF Digital Transformation Program supports the NT Government's focus on reducing crime and improving community safety. It leads, coordinates and supports projects, tools and initiatives that enhance policing and organizational capability. The Digital Transformation Program includes a mix of directly delivered NTPF projects and externally led initiatives (such as those by DCDD, Territory Families, Health and DLI) that are currently underway, in early scoping or on the horizon. While NTPF is not responsible for delivery of all components, the program provides a coordinated governance model to track budget, dependencies, ensure alignment, and support successful implementation.
Scope of Works
The Program Finance Specialist will provide financial management and governance support to the Digital Transformation Program. The role will develop and manage program budgets and forecasts, monitor expenditure against approved funding, and provide clear, timely financial reporting and variance analysis to support informed decision‐making. The position will identify financial risks and funding pressures, support re‐forecasting and business case development, and ensure compliance with government financial frameworks and procurement requirements. The role will work closely with Program leadership and corporate finance teams to maintain strong financial controls and transparency across the portfolio.
Key Duties and Responsibilities
* Develop and manage program budgets, forecasts and financial plans across multiple digital transformation projects.
* Monitor expenditure, commitments and accruals to ensure alignment with approved funding, scope and delivery milestones.
* Provide accurate and timely financial reporting, including variance analysis, cash flow forecasting and funding utilisation reporting.
* Identify financial risks, pressures and emerging issues, and provide mitigation strategies and re‐forecasting advice.
* Support business case development, cost modelling and financial analysis to inform investment decisions.
* Ensure compliance with government financial management frameworks, procurement policies and funding agreements.
* Work closely with Program Directors, Project Managers and corporate finance teams to maintain financial control and transparency.
* Contribute to audit processes and continuous improvement of program financial governance and reporting practices.
Essential Skills and Experience
* Relevant tertiary qualification in Accounting, Finance, Commerce or a related discipline (CA/CPA or working towards desirable).
* Demonstrated experience providing financial management and advisory services within large programs or portfolios, ideally within government or complex organisational environments.
* Proven experience developing and implementing financial tracking tools, dashboards and standard reporting frameworks to support program governance and executive oversight.
* Strong capability in budget management, forecasting, financial analysis and variance reporting across multi-project programs.
* Ability to translate complex financial information into clear reporting and insights for program leadership and senior stakeholders.
* High level analytical, communication and stakeholder engagement skills.
