About the Role

Our Federal Government Client is seeking a Lead Digital Solutions Change and Business Transformation Manager.

This is a long-term contract role 12 months with 12 months extension x2, located at our client's ACT in a hybrid set-up.

Job details

Client is seeking a highly skilled Business Transformation Manager with a strong focus on delivery enablement, stakeholder engagement and analytical thinking. The ideal candidate will be comfortable working independently with limited direction and possess the following key skills:


* Delivery enablement: Experience in supporting the execution of strategic initiatives by translating high-level goals into structured, actionable work.
* Stakeholder engagement: Proven ability to collaborate with stakeholders at all levels, understand their needs and facilitate alignment across business and technical teams.
* Analytical thinking: Strong ability to interpret complex information, assess dependencies and contribute to effective planning and coordination.
* Independent work: Capable of working autonomously, managing competing priorities and delivering high-quality outcomes with minimal supervision.
* Structured communication: Excellent written and verbal communication skills, with the ability to convey technical and strategic concepts in clear, accessible language.
* Collaboration mindset: Comfortable working in cross-functional environments, supporting shared understanding and momentum across transformation efforts.

Key duties and responsibilities

* Interpret strategic initiatives and collaborate with stakeholders to shape them into clear, actionable streams of work that support delivery outcomes.
* Clarify business and technical needs by working closely with delivery teams to refine scope, surface dependencies and ensure initiatives are structured for successful execution.
* Monitor and report on transformation progress, helping maintain alignment with strategic goals, delivery timelines and stakeholder expectations.
* Support change planning and new ways of working through fit-for-purpose activities and engagement.
* Translate complex concepts into accessible language, bridging technical and business perspectives to enable shared understanding and effective collaboration.

* Documenting and delivering detailed technical plans to the relevant stakeholders in a timely manner ensuring actionable guidance.
* The Specified personnel shall be responsible for ensuring effective knowledge transfer to IPA APS personnel.

Criteria

Essential criteria

1.Initiative analysis: Proven ability to interpret strategic initiatives and break them down into structured, actionable components that support delivery.

2.Stakeholder engagement: Skilled in engaging with diverse stakeholders across all levels to understand needs, manage expectations and facilitate alignment between business and technical teams.

3.Delivery enablement: Experience tracking the execution of transformation initiatives.

4.Clear communication: Excellent written and verbal communication skills, with the ability to translate technical and strategic concepts into accessible language for diverse audiences.

5.Independent delivery: Demonstrated capacity to work autonomously, manage competing priorities and deliver high-quality outcomes with minimal supervision. Able to navigate ambiguity and bring structure to loosely defined problems.

Desirable criteria

1.Experience in federal government: Familiarity with government processes, policies and governance forums.

2.Knowledge of ICT strategy development: Understanding of ICT strategic planning and its role in enabling organisational transformation.


Due to security clearance requirements for this role, candidates must be Australian citizens and ability to obtain Baseline security clearance.
