Description Job Type: Full-time, fixed term (3 years) Overview of role: As Regulatory Analyst, you will play a critical role in shaping Coliban Water’s long-term financial sustainability, pricing strategy, and investment decision-making. You will provide expert economic and financial analysis to support strategic investment planning, regulatory pricing submissions, and long-term affordability modelling. This role connects our financial strategy with capital investment pathways — ensuring decisions are evidence-based, affordable, and aligned with regulatory requirements and customer outcomes. You will work closely with Strategy, Finance, Investment Planning, and Enterprise Investment teams, and engage with external regulators and agencies. Key Responsibilities: As our Regulatory Analyst, you’ll be accountable for: Provide expert financial and economic analysis to support pricing, regulatory submissions, and long-term investment planning. Maintain and enhance long-term financial and economic models to assess affordability, risk, and sustainability. Analyse costs, revenue, demand and tariffs in line with regulatory frameworks and legislation. Translate complex financial and technical data into clear, actionable insights for Executives and the Board. Support the preparation of Pricing Submissions, Corporate Plans and annual regulatory accounts. Monitor financial performance and regulatory compliance against PREMO and benchmark requirements. Partner with Investment Planning to develop appraisal frameworks and business cases. Test the affordability and value-for-money of major investment proposals. Maintain accurate regulatory and financial data within enterprise systems. Support engagement with regulators, government agencies and industry stakeholders. About you: You are a strategic, analytical thinker with strong regulatory, financial modelling and stakeholder engagement capability. You thrive in complex environments and enjoy translating data into meaningful insights that shape big decisions. You will bring: Degree in Economics, Finance, Commerce or related field (postgraduate preferred). CPA/CA qualification desireable (or working towards). Experience in infrastructure or regulated utility environments (desirable). Advanced financial modelling (Excel) and Power BI skills. Knowledge of economic regulation, tariff structures and utility pricing. Strong business case, corporate planning or pricing submission experience.
