Lead strategic property and asset outcomesInfluence long term infrastructure planningDeliver governance reform and strong stakeholder outcomes Moira Shire Council is an innovative and progressive local government organisation committed to serving the needs of communities across a large regional shire located on the Murray River, almost 3 hours north of Melbourne. Extending from the iconic Barmah Forest along the Murray River, the region includes four major towns - Cobram, Numurkah, Nathalia and Yarrawonga, one of Victoria's most popular holiday destinations. The areas warm Mediterranean climate, appealing natural environment and location means Moira is home to agricultural, horticultural, viticultural and tourism operations. Such attractions include wineries, historic homesteads, galleries, craft shops, licensed clubs, water sports, fishing, beaches, forests, lakes, rivers and wetlands. Reporting to the Director Infrastructure Services, the Manager Property and Assets provide strategic leadership across asset management, capital works renewal planning and property services, including facility maintenance, leasing and stakeholder engagement. The role is responsible for advancing Council's strategic property agenda and leading the development and implementation of the Asset Management Framework and Ten-Year Capital Works Plan, ensuring robust data integrity, long-term financial sustainability and clear alignment with the Council Plan. The Manager will provide strong leadership in overseeing the management of Community Asset Committees and consolidating leaseholder arrangements, while progressing the implementation of compliant leases and licences for tenants to ensure clear and sustainable property outcomes. To be successful in this role, you will bring extensive experience in property and asset management, with a strong foundation in building management and the maintenance of public infrastructure. You will combine sound strategic and commercial acumen with demonstrated experience in managing leases and licences, strengthening landlord and tenant relationships, and progressively improving governance arrangements. You will also have the confidence and capability to engage in informed discussions across related infrastructure areas, including roads and civil assets. Proven experience leading multidisciplinary teams, driving continuous improvement, managing budgets and influencing outcomes within a complex stakeholder environment is essential. Experience in the commercialisation and optimisation of Council spaces, as well as contributing to broader strategic initiatives such as master planning for community or education sites, will be highly regarded.
