Brighton Council is growing As our community expands and major projects progress across the municipality, we're looking for an experienced and dynamic Manager Regulatory Services to lead our multidisciplinary Regulatory Services team and support the delivery of high‑quality, community‑focused compliance services across the municipality.

This is a key leadership role within the Development Services department, responsible for overseeing Council's statutory functions across environmental health, building, plumbing and animal control, while strengthening community relationships and driving a culture of service excellence.

The Role: As the Manager Regulatory Services, you will:

* Lead, mentor and develop a diverse team including Compliance Officers, Environmental Health, Plumbing and Administration staff.
* Oversee day‑to‑day operations to ensure coordinated, timely and high‑quality regulatory services.
* Provide expert advice to the Director Development Services, Senior Executive Team and Councillors on regulatory and compliance matters.
* Represent Council in negotiations, referrals and collaborative initiatives with government agencies, statutory authorities, community organisations and the general public.
* Lead policy and strategy development relevant to regulatory functions and contribute to continuous improvement and best‑practice approaches.
* Promote and model a high standard of customer service that reflects Council's values and commitment to community wellbeing.
* Ensure strong internal relationships, supporting cohesion between Development Services and other Council departments.

About You

You communicate clearly, manage your time effectively, and thrive when working with a diverse range of internal and external stakeholders. You also hold a current driver's licence.

You have tertiary qualifications in a management or regulatory‑related discipline, supported by prior management experience in a comparable environment.

You bring extensive knowledge of legislation relating to building, plumbing, environmental health, development compliance and animal control.

You are an effective communicator and strong collaborator, with the ability to provide high‑level regulatory advice and engage confidently with a wide variety of stakeholders.

You demonstrate strong leadership capability, including the management of human and financial resources, and you lead by example.

You have proven problem‑solving, negotiation and dispute‑resolution skills, with experience implementing service improvements and achieving positive outcomes for customers.

Position Details

* Hours: Full-Time: Monday to Friday; 8.15am to 4.45pm (30 minutes lunch), i.e. 19-day month. We can also provide flexibility by offering a 9-day fortnight with the successful candidate.
* Salary: Executive Officer Level 3: $120,845 to $133,157 per annum – to be negotiated with the successful candidate and will be dependent on qualifications and experience. This position will also attract a 15.5% superannuation entitlement and a private use vehicle.

A current Working With Vulnerable Persons' check, health assessment and reference checks will be requested and organised by Council prior to commencement of employment.
