The Development Engineer plays a key role in supporting the Integrated Water Management team by delivering high-quality administrative and technical assistance. This position is responsible for providing accurate, efficient, and professional advice on development applications and engineering inquiries to a wide range of stakeholders, including community members, planning teams, developers, and public and private authorities.
Reporting to the Coordinator of Integrated Water Management, the Development Engineer ensures that all planning and building permits for private developments and municipal works are properly assessed and managed. This includes overseeing that projects are planned, designed, and constructed in compliance with relevant statutory acts, regulations, and engineering standards.
The role is essential in maintaining the integrity of development processes and ensuring that infrastructure projects align with regulatory and technical requirements, thereby contributing to the effective delivery of integrated water management services.

Reporting directly to the Coordinator of Integrated Water Management, the Development Engineer is tasked with reviewing and managing planning and building permits for both private developments and municipal projects.
The position ensures that all works are appropriately planned, designed, and executed in line with applicable legislation, regulations, and engineering standards. This role is crucial in upholding the quality and compliance of development processes, thereby supporting the successful implementation of integrated water management initiatives.
Skills & Experience
• Comprehensive Understanding of Local Government Development:Strong knowledge of the development sector within a local government context, particularly in drainage, urban works, and civil infrastructure projects. Familiarity with relevant legislation including the Local Government Act, Subdivision Act, Transport Act, Road Rules, and Road Safety Traffic Regulations, and the ability to interpret government policy and its local implications.
• Engineering Expertise: Proficient in applying theoretical engineering principles to practical scenarios, including safe and efficient design, construction, and maintenance practices across residential, commercial, and industrial developments. Demonstrated ability to support civil projects within legislative and corporate frameworks, meeting timeframes and service standards.
• Technical and Regulatory Insight: Solid understanding of technical matters related to drainage, urban development, and civil works along with the relevance of regulations and engineering development requirements in assessing plans submitted for council approval.
• Advanced Digital Proficiency: High-level skills in using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), GIS applications, Pathways, and other relevant software. Experienced in managing databases, producing high-quality reports, presentations, spreadsheets, and documentation.
• Asset Process Management: Skilled using asset process management technologies and systems to enhance service delivery and operational efficiency. Knowledge of administrative processes within design and engineering units.
• Communication & Collaboration: Strong written and verbal communication skills, with the ability to produce authoritative reports and engage effectively with stakeholders. Bi-lingual skills are an advantage, enhancing communication in diverse environments.
• Customer Service & Problem Solving: Committed to excellence in customer service with well-developed problem-solving abilities and a proactive approach to addressing challenges.
• Team & Organisational Alignment: Demonstrated understanding and commitment to the long-term goals, values, and aspirations of the wider organisation. Experienced in conducting on-site inspections and providing guidance throughout project phases, including pre-construction and defect rectification.
