Job Overview
The Project Lead oversees the strategic planning, coordination, and execution of utility-related works across complex defence infrastructure precincts. This role ensures seamless integration of utility services into existing and new assets while supporting broader strategic objectives related to sovereign shipbuilding capability.
Key Responsibilities
* Manage end-to-end delivery of utility integration projects from initiation to commissioning and handover.
* Develop detailed project plans, scopes, and budgets aligned with corporate governance and funding models.
* Coordinate with internal teams, contractors, utility providers, government stakeholders, and defence industry partners for successful integration.
* Lead risk identification, assessment, and mitigation processes across utility interfaces.
* Provide technical and commercial oversight of consultants, designers, and contractors to ensure compliance with Australian standards and Defence requirements.
* Precinct wide integration and coordination role for utilities relocations, augmentation, and other precinct works.
* Administer utilities design and construction contracts to maintain construction and industry standards and comply with relevant regulations.
* Support precinct planning and infrastructure upgrades related to precinct operations.
* Prepare and present reports, briefings, and updates to executive leadership, government stakeholders, and project partners.
Requirements
* Tertiary qualifications in Engineering, Project Management, or a related discipline.
* Minimum 5 years' experience in infrastructure delivery or utilities project management within large-scale construction, defence, or infrastructure environments.
* Demonstrated experience managing multidisciplinary projects with complex stakeholder environments.
* Strong understanding of utility design, construction, and commissioning processes.
* Proven ability to manage budgets, schedules, and contractual obligations.
* Excellent communication, negotiation, and stakeholder engagement skills.
* High level professional knowledge with significant practical experience in major projects, including design, construction, and maintenance techniques and practices.
* Candidates must be eligible to obtain and maintain an Australian Government Security Clearance at the Baseline level or higher. Australian citizenship is a requirement.
Desirable Skills
* Experience working within a Defence or government infrastructure context.
* Understanding of precinct or brownfield redevelopment planning and utility coordination.
* Project Management certification (e.g., PMP, PRINCE2).
