The client is an E&P (Exploration & Production) company that operates in Papua New Guinea. The E&P operations are strategically important for the company's core LNG (Liquefied Natural Gas) business and operate in a difficult and sensitive environment with ongoing challenges related to the project, country, security, and partnerships. The company is operating the second LNG project for Papua New Guinea and faces significant challenges concerning communities, social and economic development, biodiversity, and the environment.
Scope
The Security Superintendent role is based at the Herd Base in Papua New Guinea. The position operates on a 35 days on by 35 days off rotation and is a back-to-back role. The role is part of the EP/APC/PG-TEP/SEC direction. The position covers multiple sites within and beyond the boundaries of PRL 15, including the Gulf Province project area. The number of sites is tied to ongoing drilling, seismic, and survey operations. This role's purpose is to oversee security at all Upstream sites, supervise and train contracted guards, manage Government Security Forces, and support company staff and contractors to minimize loss and improve operational efficiency.
Key Responsibilities
Operations & Management:
* A degree or equivalent qualification in a relevant field such as Criminal Justice or Security Management.
* Supervise, deploy, and monitor contracted security guards and government security forces at sites.
* Mentor, train, assess, and develop all security personnel at Upstream sites.
* Develop and implement security improvement programs, including detailed work and budget plans, procedures, training, and assessment tools.
* Provide recommendations to site management to protect company personnel and assets and to minimize exposure to security risks.
* Identify security technical solutions to reduce operational costs and improve security and operational efficiencies.
* Direct security-related activities during emergency situations by monitoring activities and supervising personnel.
* Conduct investigations and provide guidance on matters like theft, fraud, and security breaches.
* Manage and review the Voluntary Principles on Security and Human Rights (VPSHR) programs to ensure compliance among personnel, contractors, and visitors.
* Act as a Team Commander during any security crisis as per the Site Contingency Plan.
Liaison & Communication:
* Liaise with and deploy Government security forces when necessary.
* Maintain timely communication with Senior Management about incidents that could result in injury, operational interference, or property loss.
* Establish essential information networks for Security Operations.
* Build relationships and participate with community entities, peer companies, and mining industry working groups.
* Interface with community leaders to provide proactive information on security activities that support operations in their areas.
* Provide security briefings, inductions, and training as needed.
* Provide guidance and support to other department personnel, contractors, and visitors.
Reporting:
* Prepare weekly reports and other ad-hoc reports as requested by management.
* Maintain records and prepare reports and correspondence related to security risks, crimes, and incidents.
* Conduct regular HSE (Health, Safety, and Environment) meetings with contractors and be responsible for the achievement of objectives and corrective actions defined in the contractor audit plan.
Qualifications
* A minimum of 10 years of experience in security, law enforcement, or military operations.
* Five years of progressive experience and responsibility in a security management role, preferably within the Oil & Gas industry.
* Experience in site security within extractive industries like Oil & Gas or mining.
* Proven experience in managing security operations during major construction and development projects.
* Demonstrated experience in conducting Security Threat, Risk, and Vulnerability Assessments.
* Proven experience in threat-based and intelligence-led security.
* Experience in designing and implementing cost-effective integrated Security Risk reduction strategies and solutions.
* Proven experience in collecting and analyzing information.
* Strong influencing and negotiation skills.
* Ability to develop and maintain constructive relationships with management, team members, peers, police, and other external agencies.
* Strong conceptual skills and the ability to develop lateral and practical solutions.
* Ability to manage multiple projects and tasks simultaneously.
* Capable of conducting studies and collecting data to detect sources of loss and risks.
* Ability to organize and interpret field data and identify necessary corrections.
* Ability to prepare clear, concise, and accurate investigative and narrative reports.
