CASA is seeking a Flight Operations Inspector (fixed wing) to join the Flight Testing Office in the Regulatory Oversight Division. In this role, you will be accountable for the oversight of Flight Examiners, 61.040 approval holders, and Approved Testing Officers, while delivering programs that enhance training and testing standards. With a strong educational focus, you will provide mentoring, training, and assessment to industry professionals.
About the position
The Regulatory Oversight Division is responsible for the provision of aviation safety regulatory services and surveillance, and the facilitation of regulatory compliance support to operators and maintenance organisations. The Division also oversees flight crew, aerodromes, RPAS, dangerous goods, cabin safety, ground operations, drug and alcohol management plans, and international operations.
The Flight Testing Office plays a vital role in maintaining standards of flight crew in Australia. It is responsible for oversight of the Flight Examiner Rating Course, provides education and mentoring for industry examiners, contributes technical input to the biennial Professional Development Program, and conducts examiner and instructor proficiency checks and flight tests. These responsibilities span Parts 141 and 142, as well as air transport and aerial work operations in aeroplanes, helicopters, and simulators.
This role may also provide broader support to other safety oversight functions across the agency, offering an opportunity to influence industry standards and help develop highly skilled flight examiners and instructors.
Preferred location: Melbourne, Sydney or Brisbane (interstate travel required). Other locations may be considered.
Key Responsibilities
* Exercise delegated authority from the Director of Aviation Safety / CEO to carry out division activities professionally and efficiently.
* Conduct ground and air surveillance of Flight Examiners, 61.040 approval holders, and Approved Testing Officers, ensuring compliance with regulatory requirements.
* Investigate accidents, incidents, complaints or other reports related to Flight Examiners and initiate necessary actions regarding deficiencies or legislative breaches.
* Provide expert technical and regulatory support and complex advice to the Manager Flight Testing Office and CASA hierarchy.
* Make assessments and recommendations for applicants seeking Flight Examiner status and conduct surveillance to maintain required standards.
* Conduct flight tests for licence issuance and rating, and perform proficiency checks as required.
* Provide ongoing mentoring and education to Flight Examiners.
* Offer expert services to the industry on a fee‑for‑service basis.
* Promote workplace safety, equity and diversity, participative management, and environmental management in line with CASA Values and Behaviours.

Ideal Candidate
Mandatory
* Hold a Part 61 Air Transport Pilot Licence or Commercial Pilot Licence with an Aeroplane Category Rating.
* Hold a current Class 1 Medical certificate.
* Hold a CASA Part 61 Flight Examiner Rating with multiple Flight Examiner Endorsements and a current Examiner Rating proficiency check.
* Hold a Flight Instructor Rating with a Grade One Training Endorsement and a current Instructor Rating proficiency check.
* Have extensive Australian flight testing experience and demonstrated knowledge as a Flight Examiner Rating holder, Approved Testing Officer, military equivalent, or CASA inspector.
* Strong understanding of Australia's civil aviation legislation focused on flight training operations within a regulatory environment.
* Strong stakeholder management skills and ability to provide well‑considered responses to complex matters.
* Demonstrated high‑level written and verbal communication skills with the ability to interpret complex information and present effective arguments timely.
* Ability to independently exercise judgment in handling complex queries and collaborate with team members to achieve outcomes.
Desired
* Hold, or have held, the position of Chief Pilot and/or Head of Operations.
* Current Australian flight testing knowledge and experience across multiple types of flight tests and proficiency checks.
* Recent experience with a Part 141 or 142 operator.
* Recent small aeroplane training and checking experience.
Eligibility Requirements
* Australian citizenship with ability to obtain and maintain required security clearance.
* Willingness to undergo pre‑employment screening, police record check, and a pre‑employment alcohol and drug test.
* Minimum of 8+ years of appropriate experience, including holding an Air Transport Pilot's Licence (Fixed Wing) or Commercial Pilot Licence (Helicopter Category Rating).
* Possession of a current Class 1 Medical certificate.
* Civil or military equivalent qualifications relevant to the role (e.g., flight examiner, instructor rating, training and checking pilot).
* Supervisory experience in aviation in a key person or similar role (e.g., Head of Flying Operations, Head of Operations, Head of Training and Checking, or equivalent).
* Understanding of Australia's Civil Aviation Act 1988, relevant CASRs, CARs, and guidance material.
* Hold, or be eligible to hold, an Australian Security Identification Card (ASIC).
