About the role:

Under the leadership of the Director, Operations, the Associate Director Operations (Primary Health Care) is responsible for the operational management and service delivery of the organisation’s primary health care clinics and associated programs. The role provides operational leadership across the Primary Health portfolio to ensure high-quality, culturally safe, integrated and effective services that align with Wuchopperen’s strategic objectives and community priorities.

The position contributes to organisational leadership as a member of the Senior Leadership Team and supports continuous improvement, performance management, and strong clinical governance across the portfolio.

The Associate Director Operations has operational oversight of the following services:

* Women, Children and Maternal Health Clinic

The role supervises the Practice Manager, Clinical Nurse Consultant and Jalbu Hub Practice Manager to ensure services are implemented in accordance with approved clinical governance frameworks, accreditation standards and culturally appropriate models of care for a Community Controlled Health Organisation.

This position works closely with other members of the Senior Leadership Team and the Manager, Allied Health and with other program staff to ensure effective outcomes for clients.


Key responsibilities:

* Assist the Director Operations with the implementation and evaluation of services and programs through planning and reviewing operational activities to ensure alignment to the strategic direction and priorities of the organisation.
* Provide leadership to the nominated portfolio areas in the development of strategies to ensure a coordinated approach to service delivery to benefit the client experience and outcomes in accordance with best practice standards.
* Provide daily monitoring and oversight of clinical performance including implementation of strategies to achieve Medicare and performance targets.
* Identify emerging issues, trends and risk across operational services and elevate critical issues and concerns to the Director Operations.
* Maintain knowledge relating to key changes including legislative, funding and accreditation requirements and provide advice to the nominated portfolio areas to ensure all relevant services and programs meet funding and accreditation requirements.
* Preparation of correspondence, information briefs and accurate reports to ensure on time reporting against responsibilities, and the achievement of organisational budgets, data requirements and service agreements.
* Act in the capacity of Director Operations at times when the incumbent is absent and as directed.
* Identify, establish and maintain effective key partnerships with internal and external stakeholders ensuring responsiveness and promotion of the organisation’s role in the delivery of primary health care services.
* Contribute to continuous improvement processes and participate in quality assurance activities to ensure compliance with relevant standards and culturally safe, effective service delivery.
* Gather and record statistical data relevant to measuring performance against agreed indicators and participate in review and evaluation activities.
* Participate in organisational and community activities to advance the health and wellbeing of Aboriginal and Torres Strait Islander people.
* Work within Wuchopperen’s Policies and Procedures including the Staff Code of Conduct and the Work Health and Safety requirements and contribute to continuous improvement processes to ensure compliance with relevant standards and safe, effective service delivery.
* Other duties as required, within your skills, experience and capacity.

For applicants to be successful in this role, they should demonstrate:

* Demonstrated excellence in collaborating with others to lead and deliver high quality services that contribute to strategic objectives through effective management of human, financial and physical resources, preferably in health or community services.
* Knowledge and understanding of Aboriginal and Torres Strait Islander societies and cultures from an historical and contemporary perspective, including the ability to communicate effectively and sensitively with Aboriginal and Torres Strait Islander people.
* A demonstrated understanding of the issues affecting the health and wellbeing of Aboriginal and Torres Strait Islander people together with demonstrated experience in the delivery of clinical services.
* Demonstrated experience in accreditation, together with the ability to implement continuous quality improvement processes within an integrated work environment and a commitment to the provision of evidence -based best practice.
* Extensively developed interpersonal and communication skills including the ability liaise with a range of stakeholders as well as effectively advocate for Aboriginal and Torres Strait Islander people.
* Demonstrated ability to work independently and in a multi-disciplinary team environment, prioritise and meet deadlines, deal with matters of a sensitive and confidential nature.
* Demonstrated ability to meet and work within the core values and behaviours of Wuchopperen.


Qualifications and experience:

* A degree qualification and/or no less than five years (5) demonstrated experience working in a senior management role in a community-based organization, preferably in primary health care and/or human services areas. A lesser qualification would be considered where the applicant can demonstrate the acquisition of considerable skills and extensive and diverse experience relevant to the position.
* It is a condition of employment in this role for the employee to be, and remain, vaccinated against measles, mumps, rubella, varicella (chicken pox), pertussis (whooping cough) and hepatitis B.
* It is recommended for the employee to be vaccinated against COVID-19.
* Proof of qualifications and current registration is required to be provided prior to the commencement of duty.
* It is a condition of employment that all employees are holders of a current and valid ‘blue card’ or Working with Children Check. This is at your cost. Employment cannot continue or commence if you do not have a ‘blue card’ or if your ‘blue card’ is withdrawn or is disqualified.
* Possession of a current CPR certificate or commitment to obtain within the first six weeks of employment is essential.
* Possession of a current Queensland “CA” class driver’s licence is essential.
* Commitment to work within the principles of Aboriginal and Torres Strait Islander community control including a willingness to develop the leadership of Aboriginal and Torres Strait Islander staff.
* All employees are responsible for the safety of themselves, students, visitors, volunteers and fellow staff members. Employees must report any hazards or incidents, co-operate in emergency drills, undertake Workplace H&S training as required, and lodge risk assessments for all external and internal risk activities.
* Ability to use Microsoft products and the ability to use or willingness to gain proficiency in the client information management systems.
* Consent to a broader criminal history check at Wuchopperen’s cost.


Requirements:

* Hold a current Blue Card (for suitability to work with children and young people).
* Proof of qualifications is required to be provided prior to the commencement of duty.
* Possess a current driver’s licence.
* A commitment to adhere to Wuchopperen’s policies and procedures.
* Successful applicant to consent to a broader Criminal history check
