About the role

Band 5 - base salary from $121,231 per annum (plus super) - total package to be negotiated with preferred candidate based on skills and experience

Sitting at the core of the Owner’s project delivery team, this role provides the independent assurance and governance discipline that ensures the NWTD Project is delivered safely, compliantly, and in alignment with approved objectives. TasNetworks are seeking an experienced Quality Assurance & Governance Specialist to establish and maintain the project’s Quality & Governance Framework, ensuring systems, controls, and decision‑making processes are robust, auditable, and consistently applied.

You will act as the Owner’s trusted source of assurance—verifying that governance processes, quality systems, and internal controls are effective and operating as intended. Working closely with construction, engineering, project controls, and commercial teams, you will monitor contractor performance, interrogate compliance documentation, and provide evidence‑based insight that supports risk management and timely, transparent decision‑making.

What you’ll do

• Establish and maintain the Project Quality & Governance Framework and Quality Management Plan

• Deliver risk‑based assurance across Owner teams and contractors, confirming compliance with governance, quality, and risk requirements

• Monitor EPC contractor performance and verify adherence to quality systems, ITPs, and construction controls

• Execute the integrated assurance schedule, including audits, reviews, and surveillance

• Conduct independent assurance of processes, documentation, deliverables, and internal controls

* Identify systemic risks, trends, and control weaknesses, recommending corrective actions
* Prepare executive‑level assurance reports, dashboards, and governance‑ready insights

• Oversee assurance systems (e.g., Procore, InEight) to ensure accurate documentation and traceability

• Escalate material non‑conformances and persistent governance failures

• Drive continuous improvement by embedding lessons learned into project controls and governance

About you

You will bring demonstrated experience in quality assurance, governance, or compliance roles within major infrastructure, construction, or engineering projects. You have a strong understanding of construction methodologies, quality management systems, and technical standards, and can confidently interpret engineering drawings, specifications, ITPs, and compliance documentation.

You excel at building collaborative relationships, influencing senior stakeholders, and providing independent, evidence‑based assurance in a complex, multi‑contract environment.

You’ll also bring –

• Experience monitoring contractor performance and managing non‑conformances
• High‑level analytical capability across scope, cost, schedule, and risk impacts
• Strong leadership qualities, including negotiation and issue‑resolution capability
• Experience establishing new processes, frameworks, or teams in a major project setting
• Familiarity with ISO 9001, construction quality frameworks, or similar standards
