About the Leaving Violence Program
From 1 July 2025, Telstra Health will deliver the Leaving Violence Program (Program), a nationally funded initiative by the Australian Government. The Program will support victim survivors who plan to leave or have left a violent intimate partner relationship by providing individualised financial support packages, as well as safety supports through risk assessments, safety planning and referral support.
The service operates Monday to Friday, 8:30 am to 5:30 pm (local time) across all Australian states and territories, excluding national public holidays. This nationwide structure ensures comprehensive coverage across all time zones.
Our Commitment and Program Principles
The Program is underpinned by four main principles:
* Trauma-informed - Individuals receive a trauma-informed, person-centred service.
* Culturally responsive - Individuals receive a culturally informed service, with a specific focus for Aboriginal and Torres Strait Islander peoples.

* Ethical – Telstra Health operates with honesty and integrity, is trusted and diligent.
The Program principles are designed to reflect and respond to each victim-survivors experience of intimate partner violence. Using these Principles, the Program will provide for a trauma-informed and person-centred service by empowering choice and autonomy. The Program is a key initiative under the National Plan to End Violence against Women and Children 2022-32, designed to complement other services available to victim-survivors that work towards ending gender-based violence.
What’s the opportunity?
As the Senior Risk and Fraud Specialist, you’ll support the proactive management of risks and fraud across the Leaving Violence Program. You’ll assist with risk assessments, maintain risk and fraud registers, and monitor the effectiveness of key controls.
This role plays a critical part in applying data analytics to detect anomalies, supporting the continuous improvement of fraud risk management practices, and fostering a strong culture of risk awareness and integrity.
Working closely with the Senior Risk & Quality Manager, you’ll facilitate risk identification and treatment activities, assist in control testing, escalate emerging risks or incidents, and help ensure the Program’s operations align with enterprise-wide risk and fraud frameworks.

About the role
The key responsibilities include:
Risk Management & Fraud Prevention
* Work with business units to identify, assess, and document risks within the Program, ensuring alignment with the enterprise Risk Management Framework and policies.
* Maintain alignment to the Telstra Health Fraud Control Framework and relevant policies, together with the Commonwealth Fraud and Corruption Fraud Framework 2024
* Partner with the Department of Social Services to identify emerging fraud risks and to work collaboratively with the department on instances of fraud.
* Develop and monitor risk treatments and controls, ensuring appropriate mitigation strategies are in place.
* Maintain the Program Risk Register, ensuring risks are up to date, accurate, and consistent with enterprise frameworks and taxonomies.
* Conduct risk reviews, workshops, and provide expert guidance to staff and management on risk standards and tools.
* Monitor and improve the effectiveness of controls, escalating material risks and supporting resolution through incident and issue management processes.
* Implement and refine fraud risk detection mechanisms, conduct data analysis to identify trends or red flags, and support fraud awareness training across the business.
Leadership & Team Engagement
* Champion a risk-aware and integrity-driven culture across the Program through ongoing communication, education, and engagement.
* Work collaboratively across first and second line functions, including with Telstra Health’s Risk & Compliance team, to support assurance activities.
* Support the Senior Risk & Quality Manager in preparing high-quality risk and fraud reporting and strategic insights.
* Role-model safe and ethical workplace behaviour and promote Health, Safety & Wellbeing (HSW) responsibilities within your team and stakeholders.
Reporting & Compliance
* Ensure all risk and fraud activities comply with relevant frameworks, policies, appetite statements, and governance structures.
* Support continuous improvement of risk and fraud frameworks, tools, and controls to enhance program integrity and compliance.
* Provide detailed reporting and insights to leadership and external stakeholders on key risk indicators and mitigation actions.
* Contribute to post-incident reviews by identifying control gaps and integrating lessons learned into program improvements.
About you
To succeed in this role, you will need to meet the following:
Qualifications
* Tertiary qualifications in Risk Management, Governance, Law, or Business Administration are highly desirable.
Experience
* 5+ years experience in a Risk role, and in developing and leading effective compliance and assurance activities across an organisation.
* Extensive experience in risk management, including sound understanding and ability to operate within Risk and Compliance Frameworks and Policies, including the ability to consider risk strategically
* Extensive experience in developing and implementing compliance frameworks including all associated policies, tools, governance frameworks and monitoring reports.
* Exceptional communication and influencing skills at senior levels.
* Strong judgment, integrity, and a collaborative mindset.
* Exceptional communication skills and the ability to engage effectively with diverse stakeholders.
* Continuous process improvement mindset.
