This is an opportunity for a curious, agile, and results-focused individual interested in and eager to develop the talent acquisition role in support of the applicant-to-new employee process including recruitment, onboarding, retention, and workforce planning functions of all levels of staff and management throughout County departments.The Talent Acquisition Specialist (TAS) reports to the Talent Acquisition and Employment Supervisor and works within a team of six (6) to seven (7) other HR professionals.
The TAS will focus on developing and expanding recruitment efforts to increase the numbers of qualified and diverse candidates for a wide breadth of positions.The Talent Acquisition Specialist coordinates efforts with HR and other departments to streamline and enhance the hiring experience for both candidates and hiring departments, and to reduce any barriers to an efficient employment process.Duties:Coordinates and executes HR operations in the areas of recruitment and talent acquisition, pre-employment/onboarding, job postings, and Human Capital Management HCM) and applicant tracking systems.Develops and recommends strategies and implements action plans for conducting effective and centralized talent acquisition efforts; engages appropriate staff in hiring departments to attend and support organization-wide recruiting activities and events.Builds and fosters relationships and maintains ongoing communication with college and university placement offices, community organizations and other professional networks to build talent pipelines into County employment.Consults with hiring managers and departmental HR liaison recruiters to understand skills and competencies required of candidates for specific positions; assists in the development of comprehensive, accurate and relevant job descriptions that are compliant with employment laws and regulations.Coordinates, facilitates, and organizes recruitment events and activities, and other HR/employment-related programs and services through execution, participation and promotion of such activities.Identifies sources of potential candidates through multiple and diverse channels (e.g., job boards, social media platforms, professional associations, etc.
).Responds to employment-related inquiries from applicants, staff and managers; refers complex or sensitive matters to appropriate staff.Gathers and analyzes data utilizing relevant HR metrics (i.e., turnover, market compensation analysis and benefit trends, etc.)
to recommend strategies for talent attraction and retention.Leads and/or supports initiatives and special projects related to talent attraction and retention.Interacts with applicants to inform them of employment possibilities, consideration, and selection.Develops, designs, prepares and presents information needed for recruitment efforts.Participates in efforts with the goals of streamlining and enhancing recruitment, pre-employment and onboarding functions, improving communications and reducing barriers to the hiring process.Maintains a high degree of discretion when dealing with confidential information.Performs additional related tasks and duties as requested or required.Minimum Requirements:High School Diploma or equivalent AND at least five (5) years of experience in talent acquisition and/or recruitment: (e.g., onboarding, lead/applicant management, talent pool creation and networking, active and passive candidate sourcing, engagement, screening and behavioral interviewing, etc.
).Demonstrated participation in/coordination of job/career fairs, community outreach, and recruitment events is highly desirable.Bachelor's Degree in a relevant field (e.g., Human Resources, Leadership or Organizational Development, Communications, Psychology, Sociology, Marketing, Business or Public Administration etc.)
