About your team The Corporate Division provides enabling services to the Department, including finances, shared services, procurement, performance, audit and human resources, and consists of 3 Branches: People Branch, Finance Branch and Governance, Performance and Audit Branch. The role reports to the Deputy Secretary, Governance and Corporate Group / Chief Operating Officer (COO). What you'll be doing As First Assistant Secretary (FAS), you will be accountable for the strategic direction and operational management of Corporate Division. This includes: Oversee the development of a high performance culture in the Department through key policies, frameworks and action plans. Accountable for the strategic direction and operational management of the Division. Provision of high quality services that can be complex and critical in nature, through strengthening and maintaining relationships with key stakeholders. Leading and providing strategic advice, direction, change management and planning for the Department's corporate services to enable PM&C to deliver effective and efficient services that are responsive to organisational need and focus on continuous improvement. Ensuring a high quality offering to all of PM&C's shared service entities. Provision of contemporary HR services, initiatives and frameworks to foster a safe, inclusive, highly capable workforce. Overseeing the following functions to deliver high quality and timely information and advice, including the preparation of budget information and statements and coordination of the internal financial management reporting to the Executive: Chief Finance Officer Chief People Officer Head of Internal Audit Act as a key advisor and provide support to the Secretary and the Executive Board, including influencing key priorities and outcomes and the completion of ad-hoc tasks. The key duties of the position include Why you're the ideal candidate Our ideal candidate will perform at the SES Band 2 level in accordance with the PM&C SES Band 2 Performance model and demonstrate the APS-wide DRIVE Leadership behaviours. We are seeking an experienced, influential, and proactive leader to oversee the Corporate Division. This role provides an opportunity to strengthen and grow your leadership skills taking on new challenges and a portfolio of work that is critical to supporting the Department and our portfolio agencies. To be successful, you will have the experience that supports strong leadership and management necessary to enable staff within the Corporate Division to deliver outcomes with credibility and integrity. Our ideal candidate will have: Proven leadership capability, exhibiting judgement and professionalism. Demonstrated experience working in a complex delivery environment and driving innovative solutions, with a strong focus on customer service culture. Knowledge of best practice across a range of corporate responsibilities, including financial management, people management, industrial relations, finances, and other resources. Experience and understanding of Government decision making processes, relevant legislative frameworks and governance arrangements including the provision of shared services. Strong communication and consultation skills to engage on complex issues at senior levels, including persuading and influencing outcomes to bring about change and encourage best practice and compliance. Excellent judgement to manage complex and sensitive issues. Proven ability to consistently achieve results and provide advice and strategic support on issues and solutions based on analytical, interpretive, evaluative and innovative thinking. Identified Position This position has limited contact with Aboriginal and Torres Strait Islander peoples, communities and service providers, but is still required to have the capacity and willingness to further develop these skills. You will require capacity to attain cultural competency, including: understanding of the issues affecting Aboriginal and/or Torres Strait Islander peoples, ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples, and willingness and commitment to continue to develop cultural competency. Integrity and Work Health and Safety SES leaders are required to exercise the appropriate powers, authority, delegations and discretions under the relevant legislation including the Public Service Act 1999 (PS Act) and the Public Governance, Performance and Accountability Act 2013 (PGPA Act). SES leaders must demonstrate the highest levels of integrity and uphold and promote the standard of behaviour set out in the APS Values, the APS Employment Principles and the APS Code of Conduct. SES leaders must also disclose any actual or perceived conflicts of interest. SES leaders are considered Officers under the Work Health and Safety Act 2011 (WHS Act). To fulfil their duty under the WHS Act, Officers must exercise due diligence to ensure PM&C complies with its work health and safety duties and obligations. It is PM&C's expectation that all SES Leaders act in a way that is consistent with the obligations of an Officer under the WHS Act.
