Defence Subcontract Manager

The Role:
\
\
1. We are seeking an experienced Defence Subcontract Manager to join our team, responsible for delivering end-to-end subcontract management support to our projects and programs.
\
2. You will be an active member of the Supply Chain Team, supporting the Senior Subcontracts Manager in the delivery of the service.
\
3. Your key responsibilities will include design, implementation, and management of subcontract management processes, as well as performing supply chain risk assessments and undertaking due diligence tasks.
\
4. You will engage with the commercial and legal teams to determine applicable ASDEFCON head contract flow down requirements for potential subcontracts.
\
5. You will develop project-specific special conditions and work with legal on drafting subcontract templates to ensure compliance with our commercial obligations upstream.
\
6. You will assist in assessment and down-select of subcontractors during the pre-win business phase, utilising relevant Saab processes.
\
7. You will prepare briefings for gate reviews and organise contract execution in accordance with guidance from the legal counsel.
\
8. You will develop project-specific procurement strategies and plans, and support the project with drafting scope-specific RFP suites of documents.
\
9. You will provide support to other subcontract and procurement team members.
\
10. You will support project managers and project leadership with reviews, analyses, and reporting, and optimisation of established subcontracts to improve efficiency and manage spend.
\
11. You will lead RFP/Q response evaluations in accordance with agreed criteria to achieve best value for money propositions and drive efficiency and productivity for Saab and its customers.
\
12. You will lead procurement and subcontracts support to programs and projects, including new supplier assessments/evaluations, subcontract project governance audits, and providing governance support and leading project and program audits.
\
13. You will work closely with legal counsels to ensure contractual compliance with upstream requirements, such as insurance, AIC, etc.
\
14. You will organise and attend periodic meetings in accordance with contracts, e.g. CSRs.
\
15. You will manage scope change, variations to Contract, and S&Q activities in conjunction with stakeholders.
\
16. You will work closely with the Legal and Finance team on milestone payments in accordance with Contract adjustment mechanisms and Financial Delegation of Authority, including advance payments, bank guarantees, and PPSR-related matters.
\
17. You will lead negotiations, as required.
\
18. Flexible work arrangements, such as hybrid work-from-home/office, 9-day weeks, will be considered for this role post-probation and subject to approval.

About You
\
Your skills and experience will include:
\
\
19. A minimum of 5 years in a subcontract management role, establishing, managing, and closing out contracts in the defence industry.
\
20. Extensive experience using ASDEFCON contract suite, particularly demonstrated knowledge of IP, defence security, cost principles, confidentiality, liabilities, and indemnities, schedule, and termination-related clauses.
\
21. Demonstrated knowledge of the end-to-end subcontract management process and experience in strategic delivery of complex defence subcontracts.
\
22. Preparation and presentation of slide decks for internal gate reviews, as well as customer reviews.
\
23. Proven written and verbal communication skills.
\
24. Proven commercial acumen with the ability to recognise issues and identify key risk areas.
\
25. Proven ability to manage internal and external stakeholders and build effective relationships.
\
26. Demonstrated knowledge and understanding of relevant contract law and proven experience providing briefings and working closely with legal counsels on contractual and operational matters.
\
27. Working knowledge and understanding of Australian and US Government export control processes.
\
28. Tertiary qualifications in Commerce, Business, Supply Chain, Engineering, or a related discipline.
\
29. A defence security clearance is required for this role, applicants applying should be Australian Citizens and will be required to hold an Australian Defence Security Clearance to baseline/NV1/NV2 level or have the ability to gain one.
\
