One of my local government clients is currently recruiting an experienced Accountant on a temporary basis. This role is a minimum 3-month contract with the possibility of extension, working Monday to Friday from 9:00 am to 5:00 pm.
The role offers hybrid working arrangements, requiring attendance at the office 2-3 times a week.
Overview:
The successful candidate will work closely with the Finance Business Partner to oversee the financial accounting, reporting, and internal control environment of the South East Wales Corporate Joint Committees (SEWCJC). The role involves ensuring accurate and timely inputs to the General Ledger via feeder systems, supporting the wider finance team, and liaising with key internal and external stakeholders regarding accounting and reporting requirements.
Responsibilities:
1. Support the Finance Business Partner in the annual budget setting process, including preparing the Medium-Term Financial Plan for operational budgets and the Wider Investment Fund (Revenue & Capital).
2. Assist in preparing the monthly board pack to provide up-to-date information at project, programme, and portfolio levels for internal and external stakeholders, as outlined in the Annual Business Plan.
3. Contribute to the preparation of the Annual Financial Statements for all SEWCJC activities.
4. Support the external audit process for the Annual Financial Statements.
5. Lead on management accounting arrangements for specific projects, providing financial advice and support to project managers.
6. Ensure the integrity, accuracy, and timeliness of all general ledger transactions processed via SEWCJC's accounting system, with proper supporting documentation for audit purposes.
7. Assist with the timely and accurate processing of balance sheet reconciliations for projects during the year and at year-end.
8. Support the Finance Business Partner in resolving performance audit queries and implementing audit recommendations.
9. Contribute to the review and input into business cases, providing financial oversight to mitigate risks and monitor spending and performance.
10. Support the development of financial models to underpin the Innovation & Investment Framework and individual projects.
11. Assist in supervisory and management responsibilities within the finance team.
12. Review the SEWCJC Contract Forward Plan and procurements, providing financial and commercial oversight to mitigate risks.
13. Support in maintaining the accounting system (CIVICA).
