Our client is a large State Government Department who is seeking an AO7 level ICT Procurement resource.
**The Principal Procurement Officer role requirements and expectations are**:
- Develop and execute plans and issue guidance in support of the Queensland economy, such as the Buy Queensland initiative, alignment to the Principles of the Queensland Procurement Policy, which seeks to provide local suppliers greater access to opportunities created through government investment in their region; increasing engagement with First Nations suppliers, and further achieving best practice in line with Qld Government Procurement Officer procurement and contract management activities.
- Actively increasing the Department's level of procurement spend with Queensland small and medium enterprises (SME) in accordance with both Queensland Procurement Policy commitments and Qld Indigenous Procurement Policy commitments;
- Safeguarding health by collaborating with internal and external stakeholders to increase supply chain efficiencies, and supporting the provision of key data required to support Whole of Government (WoG);
- Supporting Departmental spend visibility initiatives, focused on identifying and leveraging opportunities for cost savings opportunities, streamlining the conduct of key procurement activities, and using methods such as forward Procurement Plans to support local supplier's ability to tender for contracts.
**What is required of the Principal Procurement Officer role**:
- Provide strategic and tactical analysis and procurement planning, category management, strategy development and implementation and the provision of expert knowledge and advice to various internal stakeholders, including Departmental business groups and a network of DAF procurement officers.
- Conduct and lead tender management from procurement planning through to contract award, contract management and administration, preparing procurement related correspondence, providing procurement advice to stakeholders, and exercising a procurement authorisation.
- Initiating and project managing reviews of procurement systems and processes and identifying strategies for improvement to ensure an efficient and effective procurement function.
- Influence the capability and profile of procurement with the department and contributing to the development of knowledge and expertise of purchasing staff in the delivery of effective procurement practices.
**Essential requirements for this role**:
- A minimum requirement for a current Diploma and or equivalent Procurement Accreditation and Certification Level 3 is mandatory.
- Experience in Qld Government Procurement including Significant Procurement Planning
Hybrid working workplace - flexibility to work from home or the office based on requirements for face to face - usually 3 days a week in the office or as required
