The Department of Justice and Community Safety is seeking a Deputy Director, Legal to provide a critical role within the Office of the General Counsel. About the Business Unit The Office of the General Counsel (OGC) is responsible for providing in-house legal services across the Department of Justice and Community Safety (DJCS) and to the Attorney-General, as First Law Officer, and other DJCS portfolio Ministers. Community Safety Building Authority (CSBA) designs, procures, builds and upgrades the infrastructure needed to keep communities safe. It provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features, such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities. About the Role Reporting to the Deputy General Counsel, the Deputy Director is responsible for leading a high performing team of professionals to provide legal advice and support across the CSBA portfolio. The role provides strategic advice and support in relation to program-wide legal matters. The Deputy Director, Legal will provide management and oversight of legal matters across CSBA, ensuring appropriate resources are available for each work package, and deliver consistent and high-quality advice and support. The Deputy Director will also work closely with the CSBA Commercial team. Please note that this role will transfer to the Victorian Infrastructure Delivery Authority in mid-2026 as part of a machinery of government change. Some of your duties will include: * Provide sophisticated, authoritative, solutions-based legal advice to the CSBA project office on construction, contract and procurement and other matters * Provide leadership in the CSBA legal team and assist the Deputy General Counsel/Director, Legal to provide efficient and effective legal support to the CSBA project office. * Work closely with the CSBA Commercial team to advise on the application of commercial principles in the development, procurement, delivery, and advisory functions that CSBA is accountable for. About you To be successful in this role, you will have: * Demonstrated technical legal skills with the ability to analyse complex legal issues, interpret legislation and develop accurate legal solutions. * Proven experience providing legal advice at a senior level in relation to commercial transactions and/or infrastructure projects. * Experience in, or knowledge of, Victorian government and Cabinet processes. * Knowledge of the range of infrastructure project procurement models available and their benefits, weaknesses and suitability for different projects, and experience in procurement selection, tender evaluation and project delivery across all models in a major project setting. * Experience in structuring, negotiating, and documenting complex commercial and legal arrangements relating to infrastructure development, procurement and delivery. * Experience in contract administration and commercial negotiation for complex infrastructure delivery projects. * Experience interfacing with senior levels of government departments and agencies in a customer-centric environment to build collaborative relationships across a wide variety of stakeholders, contractors, partners and service providers.
