The Role

The key responsibilities for the EL 1 Deputy Project Manager Representative are:

- Responsible to the Royal Australian Navy Project Managers Representative (PMR) for the oversight of production, activation, testing, and deliveries to the Australian Army of Landing Craft Heavy (LC-H) and Landing Craft Medium (LC-M) ships constructed in the Henderson Defence Precinct.
- Act as the Deputy PMR, as directed, assuming all delegated roles and responsibilities including, but not limited to, reporting the status of projects to relevant Project Directors and other relevant stakeholders, managing personnel within the Project Interface Directorate, and working closely with Assistant Secretary Naval Construction – WA to ensure relevant and pertinent Naval Construction Branch – WA (NCB-WA) aims are met.
- Work with a high level of independence to provide Project Management functions relating to analysis and reporting of contractor deliverables, scheduling, cost and quality matters in accordance with contractual, regulatory, statutory, and other related policy requirements.
- Coordination of relevant Statement of Assurance activities in cooperation with Naval Construction Branch Technical Assurance organisation ensuring outcomes meet the expectations of AS Naval Construction – WA.
- Liaise closely with the Technical Directorate in order to be fully situationally aware of technical related issues across both classes of ship as well as other platforms under construction by the Commonwealth of Australia.
- Maintain related policy, plans and procedures to ensure all NCB-WA Project Interface and Management responsibilities are clearly articulated and directed to achieve proficient and effective outcomes.
- Participate in contractor lead discussions to be fully conversant of contractual related successes and issues, providing input to Earned Value Management assessments and claims, along with assessments of key performance and health measures.

About our Team

Naval Construction Branch (NCB) is accountable for the assurance of ship construction, set-to work and transit of vessels constructed at the Osborne Naval Shipyard and Henderson precinct. We are headquartered in Osborne, SA and have a detachment in Henderson, WA and a smaller presence in Port Macquarie, NSW. NCB is furthering continuous naval shipbuilding and growing sovereign capability by overseeing the construction to ensure quality and standards are met, storing lessons learnt and developing standard shipbuilding procedures for construction.

NCB will oversee the construction of many different Navy vessels including Offshore Patrol Vessels, Hunter Class Frigates, Young Endeavour, Evolved Cape Class and Pacific Patrol Boats. Working at NCB will enable you to be at the grassroots of continuous naval shipbuilding, where you are part of a working shipyard, being able to see and contribute to the vessels delivered and used in service by Navy. NCB currently has highly skilled and diverse shipbuilding experience which will be shared to grow your hands-on construction knowledge. You will work alongside Navy personnel, internal project management officers and Prime contractors. The opportunity for technical staff to undertake industry placement is also available.

- 5 + years of Trade experience, suitable Engineering background or Tertiary qualification in Project Management
- Solid organisation and coordination skills.
- Strong work ethic and demonstrated leadership behaviours.

Eligibility

Security Clearance:

Applicants must be able to obtain and maintain a security clearance at “Negative Vetting Level 1”.
