Based in Shepparton, and servicing the wider Goulburn Valley region, this pivotal role is responsible for guiding a dedicated team of approximately 65 staff and managing an operational budget of $4 million. About the Role
Reporting to the Goulburn Valley Libraries Board, the CEO will provide strategic leadership and operational oversight across all areas of the organisation. You will ensure our libraries maintain a high standard of service while continuing to evolve and thrive, delivering innovative, inclusive, and relevant services that enrich the lives of our communities.
Key Responsibilities
* Lead and inspire a passionate team to deliver high-quality library services across multiple branches.
* Drive innovation and continuous improvement in library programs, services, and operations.
* Develop and maintain strong relationships with key stakeholders, including local and state government, community groups, and funding partners.
* Provide strategic advice and governance support to the Board.
* Identify funding or grant opportunities and develop strong government relationships.
* Oversee the financial management of the organisation, ensuring sustainable operations and exploring commercial opportunities to support growth.

You are a proven leader with a track record of successfully managing people, budgets, and complex stakeholder relationships. Your background includes library sector experience, combined with strong governance and commercial acumen and a passion for community development. You thrive in dynamic environments, embrace innovation, and are adept at navigating the challenges and opportunities of regional service delivery.
Essential Criteria:
* Strategic Leadership and Vision: Demonstrated ability to develop and execute a compelling strategic vision that positions the library as a vital community hub. Proven experience in leading organisational change, fostering innovation, and aligning library services with future community needs and technological advancements.
* Financial Acumen and Governance: Extensive experience in robust financial management, including budget development, resource allocation, and long-term financial planning. A strong understanding of governance principles, risk management, and experience in securing diverse funding streams through grants, partnerships, and advocacy.
* Community Engagement and Stakeholder Management: Proven success in building and maintaining effective relationships with a diverse range of stakeholders, including council, community groups, government agencies, corporate partners, and the board. Demonstrated ability to act as a compelling advocate for the library service and foster community connection and participation.
* Exceptional People Leadership: Demonstrated experience in leading, mentoring, and developing a high-performing team. The ability to foster a positive, inclusive, and collaborative workplace culture that empowers staff to deliver outstanding customer-focused programs and services.
* Innovation in Library and Information Services: A thorough understanding of contemporary library trends, digital literacy, and emerging technologies. Demonstrated experience in implementing innovative programs and services that enhance the user experience, expand reach, and ensure the library remains a modern and accessible resource for all.
