Manager Infrastructure Technical Services

Reporting to the Director Infrastructure Services, the ManagerInfrastructure Technical Services is responsible for the development of wholeof life strategic works programs (capital, maintenance and recurrent) and theprovision of quality asset planning initiatives which contribute to Council'sreturn on investment (ROI). Develop and implement an integrated system for dataanalysis, specifications, design, duration and cost for all forward worksprograms in line with strategic requirements in the short, medium and long termrelating to Civil Assets and Services and Environmental Assets and Services.

This role is central to implementing and driving the delivery of the worksprograms by supporting the Managers of Operations and Project with scheduledand resourced programs.

The ideal applicant will bring demonstrated experience in leadingmulti-disciplinary teams across multiple, high-risk worksites, with thecapability to drive cultural change and support a high-performing workforce.

Other key responsibilities will include:

* Contribute to strategicplanning of infrastructure assets; development and review of asset data;investigation and design; works specification and assist in programming;project management; asset data capture and management (including trend analysisand forecasting); and traffic management and road safety.
* Lead, coach, develop andretain a high-performance team with an emphasis on creating an accountableperformance culture.
* Demonstrate ability todrive, deliver, and sustain large-scale transformation through data drivendecision making.
* Maintain an effectiveworking relationship with the Directorate Leadership team to ensure that thereis effective co-ordination of all activities in support of Councils objectives.
* Provide leadership on thestrategic provision of services and assets, including whole-of-life managementto Council in line with contemporary management practices.
* Work together with theDirectorate Management Team to develop continuous improvement processes for thedelivery of the Directorate goals by demonstrating leadership in influencing,stakeholder management and strong communications skills.
* Contribute toorganisational-related infrastructure development goal setting and planning toensure all organisational plans that impact and influence existing or newinfrastructure are aligned to Directorate Strategic Plans and vice versa.
* Ensure strategicdecision-making in relation to all of Council's infrastructure assets andservices and assisting to align systems (integration). Contribute to thedevelopment of strategic plans, the development of capital delivery plans&recurring maintenance programs.
* Contribute to thedevelopment and review organisational asset management plans.
* Strategic planning,development and consultation with stakeholders of the Division's assetportfolio and develop and conduct community consultation programs relating tofuture projects, works and services.
* Represent Wagga WaggaCity Council on the local traffic forum, manage traffic related requestsreceived by council, assess and manage NHVR applications against the adoptedstandards and Councils procedures
* Establish annual budgetsand effectively manage the Division's finances.

What you will need tosucceed:

* Tertiaryqualifications relevant to the role i.e. project management, project planning,asset management and/or engineering.
* Substantialexperience in delivery of complex capital projects and programs.
* Extensiveexperience in the management of multi-disciplinary teams, engagement,communication, training and capability improvement.
* Excellentcommunication and engagement skills at all levels across the organisation aswell as externally.
* Extensiveexperience in change management including providing leadership, motivation, andinfluencing change processes.
