* Contract start 01 October 2023 to 12 months, 2 x 12 months extensions.

Services Australia is seeking to identify suitable Candidates to perform the role of Business

Analysts, Systems Analysts and Solution Design Managers up to manager levels to support

the agency to document business requirements, capture business needs, and design, create,

evaluate, and document ICT solutions in new and existing ICT systems.

Business Analysts analyse and integrate information provided by customers, staff,

Information Technology (IT) professionals, executives, and other internal and external

stakeholders. They are responsible for understanding the core needs and requirements of

stakeholders and the agency. Business Analysts often play a central role in aligning the

needs of business units with the capabilities delivered by IT or business activities and may

serve as a translator between stakeholder groups. Business Analysts exercise a degree of

independent judgement and make decisions within defined parameters that rely on skills and

knowledge.

The level of Security Clearance required for a Role will be confirmed at the time of Contract.

Main Duties

Duties may include, but not limited to, some or all of the following:

* clearly define and clarify business needs to create an action plan,
* solution report or business case for consideration of senior executives
* understand stakeholder requirements and concerns to meet their
* needs in line with the agency's strategic direction and themes
* determine business analysis approaches that may include specifying
* team roles, deliverables, analysis techniques or stakeholder
* communication
* identify and recommend business improvements for consideration by
* senior executives and coordinate the analysis, verification, and
* validation on the recommended improvements
* increase engagement with a range of key stakeholders to effectively
* understand cross business functions
* facilitate and lead communication across business units to represent
* the views of the agency at a range internal and external forums with
* various stakeholders
* manage, produce, and review business analyst artefacts and
* documents that may include risk analysis, scope modelling, problem
* tracking and sequence diagrams
* prepare, drive, and manage change management plans and/or
* communication plans
* determine, prepare, perform brainstorming, workshops, prototyping,
* observation, or interviews, and confirm or report on results
* oversee the development of strategic and business requirement
* documentation and ensure requirements are clearly understood by
* others
* oversee and manage the development of strategic and business
* requirements dependencies and relationships, ensuring requirements
* are clearly understood
* define the process that will be used to approve requirements for
* implementation and manage change to the solutions or requirements
* scope
* determine deliverables by considering a range or internal and external
* factors
* conduct comprehensive risk analysis and problem tracking to mitigate
* potential issues
* manage the performance of business analysis activities to ensure they
* are executed as effectively as possible, including deciding on metrics
* to measure work
* determine business analyst deliverables, the scope of work for the
* business analysis activities, resource allocation and estimates for
* business analyst work
* identify and define why a business change or capability is required for
* the agency and/or conduct a capability gap analysis
* assess, validate, and report on solutions to determine how closely the
* solution meets the agencys objectives
* develop strategic plans for work area or team and consider work in the
* context of future strategic priorities

* perform high level research, complex analysis and problem solving to form defensible conclusions based on clear evidence
* develop and manage key strategic relationships with a broad range of internal and external key stakeholders
* collaborate, negotiate, and influence stakeholders to achieve quality outcomes for work area and the agency
* facilitate a diverse range of groups, workshops, and meetings
* manage and resolve conflict using appropriate strategies, ensuring suitable outcomes for the parties involved
* demonstrate high level system, strategic and lateral thinking with a cognitive view
* make balanced decisions using professional judgement in the context of a complex, ambiguous and changing environment
* think strategically, understand linkages and develop long term plans
