About the role
The Senior Manager – Property & Business Operations is a key leader responsible for the strategic and operational oversight of property and core business operations within the Humanitarian Settlement Program (HSP) and other broader Migration Support Programs (MSP). This role ensures the consistent, high-quality, and compliant delivery of services across all locations, directly contributing to the social and economic wellbeing of refugees and humanitarian entrants.
This position plays a pivotal role in establishing and maintaining robust national systems, infrastructure, and subcontractor arrangements that align with contractual requirements, legislative obligations, and Red Cross values. The role leads the development and implementation of policy, procedures, and operational standards across the HSP Program's service delivery, tenancy and property management, as well as broader business operations.
A core component of the role involves national contract management of HSP, ensuring services are delivered to agreed standards through consistent performance monitoring, relationship management, and quality assurance practices. The Senior Manager is also responsible for driving continuous improvement initiatives, responding to policy and legislative changes, and integrating best practices and innovative approaches into HSP delivery.
As a senior leader within the Migration Support Programs, the Senior Manager – Property & Business Operations contributes to national strategy, stakeholder engagement, sector advocacy, and service integration. The role provides strong leadership to national and local teams, fostering a culture of accountability, collaboration, and service excellence.
You will bring
* Comprehensive technical knowledge of tenancy law, human services legislation and policy frameworks relevant to refugees and people made vulnerable through migration.
* Comprehensive technical knowledge of advanced planning, budgeting, financial management and reporting, including oversight of tenancy-related claims and contractual cost recovery.
* Substantial knowledge and understanding of developing and implementing systems that ensure compliance, consistency and continuous improvement in practice and service delivery.
* Substantial knowledge and understanding of business acumen and professional judgement, with an ability to proactively identify and implement solutions aligned with organisational purpose and contractual outcomes.
* Substantial knowledge and understanding of how to build effective relationships with internal and external stakeholders across multiple locations and functions, in order to unite people around shared goals and consistentlyrepresenting Australian Red Cross values.
* Substantial knowledge and understanding of cultural awareness, and fostering belonging, safety and collaboration within diverse teams and client groups.
* Comprehensive technical knowledge of tenancy operations and relevant systems.
* Comprehensive technical knowledge of high level analytics with the ability to interpret complex information, identify trends and drive evidence-based decision-making and innovation.
* Substantial knowledge and understanding of how to deliver client- and customer-centric solutions, balancing humanitarian principles with operational efficiency and quality service outcomes.
* Leads with integrity and supports high team performance through coaching, feedback, and development, and role models ethical, accountable practice.
* High level of interpersonal skills and ability to communicate effective and persuasively both verbally and in writing across diverse audiences.
* Ability to operate under limited direction from senior employees and work with and lead teams and people from diverse backgrounds and create a collaborative working environment.
* Undertake significant projects involving sound analytical skills and demonstrated ability to assess, evaluate and solve problems.

A clearance to work with Children and a current Driver's Licence is required for this role
