Primary objective
Provide high quality and evidence-based research and analysis on project management activities to progress the delivery of the
Adelaide River Off-stream Water Storage (AROWS) project.

Context statement
Infrastructure NT, the Northern Territory’s infrastructure body, undertakes strategic infrastructure planning and development that
coordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure
projects. The AROWS project is a unique and innovative major water infrastructure project that can deliver complementary
outcomes of water availability and environmental sustainability on a scale not seen anywhere else in Australia.

Key duties and responsibilities
1. Provide high quality and evidence-based research and analysis across a range of complex de-risking and project management

activities.
2. Support the delivery of the AROWS project by assisting with project research, analysis, assessments, and planning, including

procurement, contract management, project management and stakeholder engagement.
3. Prepare high quality briefs, papers, presentations, and other correspondence, to respond to Ministerial, Cabinet or Agency

requests and facilitate effective project development.
4. Represent the NT Government in officer-level intergovernmental forums and working groups.
5. Build and sustain collaborative relationships with a diverse range of stakeholders, including anticipating and responding

effectively to stakeholder needs and expectations.
6. Drive strategic and innovative thinking to identify opportunities, options, and solutions.

Selection criteria
Essential
1. Experience in policy and/or project research and analysis, including demonstrated conceptual and analytical skills to

understand and assist with resolving complex policy and project issues.
2. High level written and oral communication skills, including demonstrated ability to deliver clear and considered advice and

prepare high quality briefings, papers, presentations, and Ministerial correspondence.
3. Proven collaboration and interpersonal skills, with a demonstrated ability to build and sustain productive working relationships

with a range of stakeholders across Government, industry, and the public to achieve outcomes.
4. Proven ability to represent the agency on cross–agency, intergovernmental and external working groups and develop and

maintain professional relationships.
5. Demonstrated understanding of Northern Territory and national business, industry and economic development trends and

opportunities, including the political setting, and the ability to translate this into meaningful advice.
6. Demonstrated ability to work both independently and as part of a team to achieve results.

Desirable
1. Qualifications in project management and / or knowledge and experience with large scale infrastructure projects in a public

sector or equivalent context.
