Reporting to the Executive Director, the Director of Commercial oversees a multidisciplinary team made up legal, contract, procurement, finance and business analytics skills to lead the management and oversight of legal, commercial and performance obligations of the VicRoads Joint Venture Partner under the Concession Deed(s) on behalf of the Department of Transport.
This senior role will be providing high quality independent contractural advice with the ability to explain highly complex issues to a wide audience and be an effective ethical advocate.

Position Outcomes
The Director of Commercial will promote and support the performance of suppliers through creating robust frameworks to successfully enable the delivery of contractual obligations and protect the Department’s commercial interests. This includes but is not limited to.
1. Ensuring the Joint Venture Partner’s performance is continuously monitored against the prescribed KPIs in the Joint Venture Agreement / Concession Deed
2. Leading complex contractual and commercial matters in respect to the Concession Deeds and providing accurate high-level advice to the Executive Director and DTP Leadership.
3. Effectively leading the performance of people through strengthening capability and engagement and championing a diverse, safe, inclusive culture aligned with the department’s values.
4. Providing high quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership.
5. Managing key internal and external stakeholders have been effectually engaged and collaborative partnerships led across multiple entities integrating and coordinating policy, regulation, and delivery of services.
6. Steering government and organisational reforms including the assessment of the quality and effectiveness of change initiatives and organisational improvements.
Qualifications and role specific requirements
Mandatory
7. Relevant tertiary qualification in law or commerce, or other discipline related to contract/commercial management.
8. Extensive commercial experience and contract management expertise in the management of public private partnerships or concession deeds (or relevant equivalent).
9. More than 10+ years’ experience in managing high value contracts or working in a commercial environment.
Desirable
10. Experience working in a government environment.
