THE POSITION:
This position is responsible for managing, coordinating, reviewing and reporting on the implementation of AlburyCity's Infrastructure Contributions Plans. This inlcudes coordination and inclusion of relevant projects within the various contributions plans into Council's long term Financial Plan, Operational Plan and Delivery Plan.
KEY RESPONSIBILITIES:
Monitor and review Council’s current Infrastructure Contribution Plans to ensure they comply with legislative requirements and are up to date, clear, comprehensive, effective, and accurate.
Lead and coordinate planning studies and business plans which will inform the content of Council’s new Infrastructure Contributions Planning Framework in accordance with the Environmental Planning and Assessment Act, 1979 and any Infrastructure Contributions Guidelines
Work widely across Council and in particular with Council’s Engineering and Community & Recreation Groups to develop, review, and prepare new Infrastructure Contribution Plans; including if required, business plans for second tier Contributions Plans, public domain improvement plans, and other associated infrastructure delivery plans.
Prepare briefs and manage consultancies and associated budgets for projects related to the role.
Ensure that routine indexing of Contributions Plan rates and other minor amendments to the plans are completed as required.
Maintain the contributions register in accordance with the Environmental Planning and Assessment Act and Regulations, and the Local Development Contributions Guidelines, and manage compliance with any statutory reporting requirements.
Track progress of fund accumulation, collection, and expenditure in collaboration with Council’s Finance Team, Engineering and Community & Recreation Groups.
Lead change associated with the development and implementation of Council’s Infrastructure Contributions Plan.
Prepare reports to Council on infrastructure contribution matters and specific planning issues relating to infrastructure contributions.
Negotiate, prepare, and implement agreements relevant to the role including Works in Kind Agreements and Voluntary Planning Agreements.
Chair and attend to administrative functions of the Albury Infrastructure Contributions Committee.
Provide appropriate technical input to Council’s capital works program.
To participate on project working groups on various Council projects.
Perform other tasks or duties as directed by the Team Leader which are within the limits of the employee’s skill, competence, and training.
Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.
