The Role

The Business Manager Analyst is accountable for the resource management of the Air Force Activity Plan (AFAP). HQ Air Command A7 FORGEN Plans is responsible for the AFAP on behalf of Air Commander Australia (ACAUST), accordingly the position is situated at RAAF Glenbrook, NSW. The role requires the analysis, planning and management of the Financial Resources within HQ Air Command (HQAC) and Air Command. The Business Manager Analyst will provide operational direction to the Force Element Groups (FEG’s) of Air Command on behalf of ACAUST toward the achievement of the AFAP. The function of the role is distinct to the financial responsibilities of Defence Finance Group (DFG). The role requires a collegiate working relationship with DFG, FEG’s, HQJOC and the Services. Financial resources prioritised by the Air Commanders’ Air Force Activity Plan (AFAP) will need to be communicated, articulated and realised in the Operational Budget of Force Element Groups and their subordinate structures.

Accordingly, the role requires insight into the DFG processes, and innovation to translate the strategy of the AFAP from the macro level to the operational budgets at the micro level. The role will require the review and development of financial plans and tracking the budgets, actuals and estimates in the achievement of the AFAP. The Business Manager Analyst will be required to maintain situational awareness of resources needs, and at times attend conferences and planning meetings through the Joint Exercise Life Cycle (JELC) and in particular the Air Command Force Generation Working Groups (ACFGWG’s). The role also requires that the JELC outcomes of each activity, including Exercise Concept Documents (ECD’s) be reviewed to ensure that the resources are realistic; and recommend appropriate apportionment.

Communication of decisions and adjustments during the financial year will need to be communicated through DFG, to ensure that FEG’s Operational Budgets are adjusted accordingly. The key forum that the Business Manager Analyst will prepare for is the Air Force Activity Plan Steering Group (AFAP SG) for the approval of macro changes to the AFAP, which will require synchronicity with DFG in order to provide Senior Leadership with coherent options.

The TeamA7 staff conduct operational level planning and coordination across Air Command A-Staff and Force Element Groups for Operations, Exercises, Trials, Flypasts and other Directed tasks. A7 interfaces with Air Force Headquarters (AFHQ), HQ Joint Operations Command (HQJOC) and Australian Air Component (AAC) for current operations, J5 for campaign and operational level planning, HQJOC J7 for joint/combined collective training and evaluation, and AFHQ International Engagement-AF Directorate and HQJOC J8 for coordination of joint and combined exercises and Engagement scheduling.
