Primary objective

Provide strategic leadership and operational oversight to a dedicated team of Human Resource professionals delivering innovative

workforce development strategies, solutions and services to the Northern Territory Public Sector (NTPS).

Context statement

Workforce Development partners with NTPS agencies to create and implement enterprise workforce development solutions and

services, across a range of workforce disciplines and strategic priorities. The Early Careers team manages enterprise early careers

programs that support agencies to develop talent pipelines through entry level career pathways.

Key duties and responsibilities

1. Provide strategic leadership and operational oversight to a large early careers team to develop, deliver, evaluate, and improve

enterprise programs, strategies, and services with a focus on customer experience.

1. Build and sustain collaborative partnerships with internal and external stakeholders including at the executive level, to ensure

high quality, solutions focused service delivery supporting strategic workforce priorities.

3. Provide strategic advice and drive delivery of enterprise-wide Early Careers strategies.

4. Ensure appropriate governance is implemented and applied across the Early Careers enterprise programs.

1. Prepare, coordinate or contribute specialist input into the preparation of high-level briefs, business cases, memos, business

plans, project plans, scoping papers, ministerial briefs and cabinet submissions.

6. Support project leads with implementation, consultation and delivery of new enterprise programs.

1. Management of routine reporting requirements and manage the Early Careers branch budget.

Selection criteria

Essential

1. Demonstrated experience initiating and delivering workforce development initiatives across the full range of workforce

development disciplines, preferably in a complex, multi-layered or enterprise service working environment.

1. Proven leadership and organisational resource management skills, including the ability to develop, lead, and encourage high

performing teams of staff to achieve outcomes through significant change and reform.

3. Well established planning, problem solving and organisational skills, including the ability to effectively manage a high workload

with constantly changing priorities.

4. A strong understanding of and ability to be agile, drive continuous improvement and manage organisational change.

1. Proven ability to work at a strategic/senior level including experience in project, budget, and contract management.

2. A strong client-centric approach to service delivery, with experience building collaborative relationships, effectively advocating

and managing expectations, and ensuring stakeholders remain informed and engaged.

1. Demonstrated work ethic and attitude with emulates DCDD values of being professional, accountable, honest, respectful and

innovative.

Desirable

1. Relevant qualifications in human resource management, change management and organisational development, business

management or other relevant fields.
